Head of Payroll and Pensions
One full-time permanent role

Your new role:
In this role you will be a member of the Finance & Commercial Services Senior Leadership Team and working in partnership with other Senior Leaders you will be responsible for developing and delivery of a first class comprehensive and professional Payroll and Pension service for West Yorkshire Police.
Your Purpose:
1. Lead on the development of and formulation of strategy for the force Payroll and Pensions functions on behalf of the Director of Finance and Commercial Services to ensure value for money, identifying opportunities to achieve efficiencies and realise benefits whilst sustaining service delivery.
2. Ensure the pro-active provision of professionally qualified support and advice on all matters relating to payroll and pensions within Force and to external agencies/bodies to enable effective control and compliance with Financial Regulations, Force Financial Instructions and Force policy.
3. Lead, Manage and co-ordinate the production of statutory financial, payroll and pension information in a timely manner for a variety of external bodies such as HMRC, Pension Administrators and Contractors procured by the Force.
4. Identify, manage and review all significant risks within the Payroll and Pensions Function including fulfilling requirements in relation to the business continuity to ensure effective risk management.
5. Establish effective communication networks at Force and National level to promote the work of the Force and to provide, deliver and receive Payroll and Pension advice.
What you'll need to succeed:
1. A holder of a relevant Degree or a Professional Payroll or Pensions Qualification (Degree Level).
2. Extensive experience at a senior level of successfully leading, managing and motivating a team or teams.
3. Proven ability to interpret legislative changes and provide advice managers at all levels on a diverse range of payroll and pension matters, and policy issues; developing and influencing policy changes as appropriate.
4. Strong people skills; comfortable in interacting with operational and financial staff and management at all levels of seniority.
5. Well-developed communication and influencing skills. Collaborative approach.
6. Has experience or resolving complex payroll, pension and business related problems through the utilisation of varying problem-solving techniques.
