Following an international tender process by the Department of Health, Abu Dhabi, Maudsley Health successfully bid for a contract to deliver permanent inpatient care in Abu Dhabi. The Maudsley Team has significant local, on the ground, clinical experience but the full team of clinical and support staff will be required to deliver services at the new Maudsley Health Hospital.
A Hospital has been acquired, is in the process of complete redesign, and will open during 2025. 138 beds are planned across 11 wards. A Clinical Academic Group structure will be adopted, similar to that in South London and Maudsley NHS Foundation Trust, the CAGs being formed are;
* Child and Adolescent Mental Health (CAMHS)
* Addictions
* Adult
* Mental Health of Older Age (MHOA)
* Intellectual Disability
o Specialist Services such as Mother and Baby and Eating Disorders will also be provided.
All CAGs will have inpatient services, day care and outpatient services and be able to access support from South London and Maudsley NHS Foundation Trust. The appointment in 2024 of an Academic Director will assist CAGs with embedding research and developing a training facility.
Maudsley Health is excited to have developed the new role of Chief Nursing Officer to lead Nursing for Maudsley Health in the United Arab Emirates and potentially wider.
We would like to recruit a CNO but we would consider a Director of Nursing.
The post holder will be based at the new Maudsley Health Hospital in Abu Dhabi and provide expert clinical, managerial and visionary leadership to nursing staff and others, as part of the Maudsley Health Executive Team. They will also be required to supervise and support other Directors of Nursing in the MENA Region as the service expands.
The postholder will provide effective day to day clinical leadership and management, role modelling quality clinical care to ensure our ambitions in relation to safe, effective and high-quality care for our patients are realised.
The Chief Nurse will be a skilled communicator able to communicate highly complex and sensitive information at all levels across multiple services and organisations. They will foster strong relationships across the organisation as well as externally in the wider system.
The contribution of the postholder should enhance the reputation of Maudsley Health, MACANI and South London and Maudsley NHS Foundation Trust.
Maudsley Health is the brand name for the collaboration between South London and Maudsley NHS Foundation Trust (SLaM) and MACANI, the local partner. It was formed in 2015 to support the development of high-quality mental health services within the Middle East. Ambitious development plans are being progressed and the service is growing geographically and clinically in a planned way. Maudsley Health began by providing child and adolescent mental health services in Abu Dhabi in 2015 and then Adult Mental Health Services in 2017. In 2018 the service successfully bid for a contract to work with the then Ministry of Health and Prevention (now Emirates Health Services) to support the development of Al Amal Psychiatric Hospital in Dubai. The aim of Maudsley Health in the UAE is to deliver high quality mental health services, including advice, training and consultation across the range of mental health problems. This requires working collaboratively with multi-disciplinary colleagues, other professionals, families and patients. The service aims to provide a supportive environment using evidence-based approaches and will offer training and development to professionals. The post holder will be expected to take a role in the further development of the service as agreed with the Chief Medical Officer and Managing Director, as appropriate. The post holder will be based in Abu Dhabi but may be asked to travel within the MENA Region.
General
* As part of the Executive Team, to be responsible for the delivery of high quality, innovative and cost-effective enhanced care provision for patients with mental health needs, providing specific leadership for nursing staff and services.
* To establish and maintain close relationships and collaboration with colleagues in our partner mental health providers
* To provide the lead role in ensuring continuous improvement in patient safety across the organisation (working with the Medical Director to improve patient outcomes), implementing systems, processes and policies as appropriate.
* To consider and implement as agreed, innovative new services, this could include recommendations about how roles of nursing and other staff in the UAE could help in the development of services and be cost effective.
Professional leadership
* To lead the development and implementation of a strategy for the nursing care of mental health patients at the Maudsley Health Hospital.
* Provide strong leadership to the nursing team, ensuring effective clinical leadership at all levels.
* Ensuring appropriate professional development programmes and education and training opportunities are in place and available to all staff (both pre and post registration).
* Working closely with the Director of Human Resources, ensuring that effective strategies are in place for workforce development, recruitment and retention within the nursing and other allied health teams including leading and encouraging work on the extended role of practice, multidisciplinary working and development of new roles for professional and support staff. Provide leadership for the development and governance of any roles as appropriate.
* Providing ongoing supervision to the Directors of Nursing based in the wider organisation.
* To provide Executive leadership for Occupational Therapy.
Quality and quality governance
* To jointly lead the JCIA accreditation process with the Medical Director, supported by the Quality Department.
* Ensure effective systems are in place to comply with the requirements for regulation, including the essential standards of quality and safety and risk management, producing regular reports for the Board.
* To oversee the management and leadership of the Quality Department at the Hospital.
* To lead the implementation and ongoing development of the Quality Programme for the Maudsley Health Hospital.
* To lead the implementation and ongoing development of the Risk Register, ensuring controls are considered and monitored as required.
* To ensure that the Maudsley Health Hospital has appropriate and up to date policies and frameworks to support and guide staff in caring for patients.
* Lead for patient safety and the reduction of avoidable harm and to ensure that the organisation considers duty of candour. Ensuring that there are appropriate systems in place to monitor patient safety, working closely with the Medical Director, and identify areas for improvement.
* Develop and implement systems and processes to demonstrate compliance with healthcare regulatory standards, within the area of responsibility of the Chief Nurse.
* Work in partnership with the Medical Director in creating a positive culture to promote reporting and learning from serious incidents, never events and complaints, and provide leadership to ensure effective mechanisms and systems in place. Implement systems and monitor organisational learning from Complaints and feedback occurring within the Hospital.
Infection Control and Prevention
* The postholder will take organisation level responsibility for infection prevention and control, working closely with designated PCI nursing staff. This will include production of an annual plan and annual report on infection control.
Safeguarding
Maudsley Health is committed to safeguarding children and vulnerable adults and expects that all staff will share in this commitment. The organisation is clear that all staff have a responsibility to be aware of children and adult safeguarding policies and procedures and that each member of staff, clinical and non-clinical, will attend child or adult safeguarding training that is provided at an appropriate level to suit their role. The Chief Nurse will act as the organisationâs lead director for safeguarding, supported by a designated Safeguarding Lead ensuring partnership working with external agencies and that clear governance structures for safeguarding are in place.
Education Training and Research
* Develop strong and collaborative links with providers of education and professional bodies to ensure appropriate integration between service and training needs, working closely with the Head of Education and Training and Academic Director where necessary.
* To implement student placements that give positive learning experiences to students, patients and staff.
* Provide leadership to the Mental Health Nursing Development Programme and other professional development programmes in Nursing across the wider organisation.
* Actively promote nursing and other allied health professional research, the development and utilisation of evidence-based practice and the use of practice/service evaluation.
* To recommend Mandatory Training for nursing and Occupational Therapy staff and ensure systems are in place for monitoring of compliance.
Performance review and professional development
* Take every reasonable opportunity to maintain and improve self-development including personal professional knowledge and competence.
* The content of this job profile will be reviewed on a regular basis with the Managing Director in line with appraisal objectives.
* Participate in personal objective setting and review, including the creation of a personal development plan for self and direct reportees.
