Our North East Lincolnshire IntegratedPlace Team is looking to recruit an Assistant Director of Commissioning andService Transformation to lead high-quality commissioning & systemtransformation across the full range of out of hospital /community based healthand care services.
You will work in partnershipwith Place colleagues, North East Lincolnshire Council and wider ICB to supportstrategic commissioning and service / system transformation for North EastLincolnshires population, taking lead responsibility as agreed by all of thepartners across a range of services,including but not limited to: Single Point of Access (SPA), IntegratedCommunity Response Services (including Urgent Care), Integrated NeighbourhoodTeams, Frailty Services, Virtual Ward, and Rehabilitation and Re-enablement, witha focus on self-care, prevention, and digitally enabled care
Main duties of the job
designedto improve outcomes across a wide range of health and social careservices. This will includecommissioning, working with contracting and leading service improvement. Thiswill be a dynamic and rewarding role, where no two days are the same and whichhas huge opportunity to make a difference for North East Lincolnshire residents. The post-holder will lead by example in supporting andinspiring your team to be visible, evidence-based, relational, and high-qualitycommissioners and will be well-supported in turn by collaborative andsupportive senior leaders of which the post holder will be a part of. You willhave a significant role in building strategic partnerships and collaborationacross local authorities and health services, and in strengthening ourstrategic commissioned offer with provider partners.
We are looking for an experienced and committedcommissioning leader, who is innovative, energetic, and ambitious for ourresidents, staff and services. You will be politically adept, a skilledcommunicator, and will have a strong track record of delivery in a politicalorganisation. You will have a strong knowledge of the legislative and policycontext, be comfortable navigating complexity, and supporting others to effectpositive change.

It is a full time hours per week post, with some flexibility in relation to your weekly workingpattern such as start and finish times and how many hours you do each day overthe working week.

The post holder will
take lead responsibility working with the North East Lincolnshire (NEL) Place Director (PD)and Director of Adult Social Services (DASS) to support HYN ICB and NEL Councilto meet its full place based commissioning responsibilities (across allservices commissioned at Place)
be a key member of theNorth East Lincolnshire Senior Leader team; working closely with other staff across Place partner organisations inparticular, NEL Council, Social Care, Clinical Leads, and wider ICB to ensure that they are supporting the development and deliveryof the ICB Joint Forward Plan, NEL PlacePlan and NEL Council Plan.

Budget holder for Health and Adult Social Carecommissioning budgets including large multi-stranded financial contracts forNHS and Social Care services.
Ensure that health and social care providersmeet population needs, deliver agreed quality and core performance standards.
Have oversight of the quality and performanceissues with the main providers within the roles areas of focus feeding backinto the overall contract performance and issues of a quality or performancenature to be taken up with the provider /wider system for management.
The postholder will look at opportunities forjoint working whilst acknowledging respective organisations priorities.
Lead thecoordination of training and development and recruitment activity across theNEL Care and independence team.

Qualifications
Essential
1. Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
2. Evidence of post qualifying and continuing professional development
3. Member of relevant professional body and post study qualification
4. Knowledge of Microsoft Office
5. Highly specialist knowledge in a number of disciplines acquired through experience, in governance, performance, commissioning and health sector
6. High level of knowledge and understanding of financial Managements
7. Leadership/management/business Qualification or equivalent
8. NHS operating framework and statutory duties etc.
9. In depth understanding of NHS / Adult Social Care
10. Understanding of change management, problem solving and decision making processes
