Job overview
Formally deputising for the Integrated Care Director and to develop, lead and manage a group of services, as part of the Trust’s locality-based services.
To lead on, or work collaboratively with other colleagues, to support the Trust’s vision in developing the very best system of care through creative partnerships with patients, carers, staff and stakeholders relating to the group of services. Direct management of Services will be specific to the relevant directorate and may include:
1. Babies, children and young people community services, including public health nursing, children’s development centres, children’s therapy services and CAMHS
2. Children and young people inpatient mental health and crisis services
3. Specifically commissioned services for Babies, children and young people
This role will provide a key leadership role in coordinating service provision across the outer North East London (ONEL) area, working alongside locality based leadership roles to ensure that effective partnerships are maintained.
This role is a significant leadership role, working alongside similar counterparts in providing an effective and inclusive leadership model for babies, children and young people services in NELFT.
The post holder will ideally have a relevant clinical background in BCYP services or extensive management of these type of services.
Main duties of the job
1. To formally deputise for the Integrated Care Director, both externally and internally on all aspects of the directorate.
2. To build effective partnerships with ICBs, Local Authorities, Acute Care Trusts, and other Public Sector/Voluntary Sector providers in both your own portfolio and other directorate portfolios.
3. To ensure that communication with partners is effective and enables a cohesive system-wide environment to foster positive patient outcomes from both a health and social care perspective.
4. To communicate effectively within NELFT to ensure that Directors and above are appraised of key operational issues.
5. To set and review objectives, in the context of strategic developments, within the Services.
6. To hold budgetary responsibility and accountability relating to all service areas within the remit of the post.
7. To effectively report against targets and provide insights into the performance of the Directorate.
8. To promote ways in which services can project a more positive and socially inclusive view of health and social care.
9. To ensure a culture where staff, patients, the public and carers are involved in the decision-making processes of services and in the wider context of NELFT is maintained.
10. To participate in all discussions and decision-making processes that relate to the strategic plans, liaising closely with, and ensuring these augment with those of other areas within the NELFT family.
Working for our organisation
Starting with NELFT
NELFT place a great deal of importance on new starters being properly welcomed and inducted into the Trust. All new starters will join the Trust on the first Monday of each month and will undertake a comprehensive induction of up to two weeks which will include mandatory training, systems training and the allocation of equipment. As part of the process new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop in sessions focusing on engagement, health and wellbeing and key processes. The induction will be held at our head office in Rainham, Essex.
Probationary Period
This post will be subject to a probationary period. Internal applicants are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or currently a bank member of staff).
High Cost Area Supplement - London
This post attracts payment for High Cost Area Supplement of 15% of the basic salary (minimum payment of £4,551 and a maximum payment of £5,735 per annum pro rata).

On-call payment
This post will be required to participate in the Trust on-call rota and attracts payment of the basic salary.
Detailed job description and main responsibilities
1. To implement practices which bring about effective and efficient care pathways in partnership with the Director, Assistant Directors, professional leads and the Associate Medical Director/Clinical Directors.
2. To ensure that staff undertake their statutory duties including obligations under the MHA 1983, Safeguarding, Infection Control and other relevant legislation.
3. To ensure that staff are aware/adhere to Trust Policies and procedures and identify areas in directorate where further policy/procedural guidance would support delivery of service.
4. To be responsible for, and lead on, local policy implementation and development, for example, when new services are commissioned ensure that a SOP and Policy are put in place that ensures patient safety, high standards of care and operational efficiency.
5. To continually evaluate the local policies and SOPs in place to ensure services continue to be effective and meet changing needs of patients and the local demographic, for example when service demand increases or new technology/medical advances can improve the way in which we work.
6. Manage the budgets of services responsible for, by constantly evaluating the service model and delivery to ensure that working within budget and to review the parameters of the service to ensure cost effective, utilising new ways of working or technologies to increase efficiency.
7. To promote evidence based effective practice and work within the governance structure.
8. To positively promote the activities and image of NELFT in a way that places it in a position of change agent.
9. To gather data of a qualitative and quantitative nature so that service developments are based on unmet need.
10. To share information and present highly complex information to a wider audience, Inquests, Partnership meetings, contract discussions. This may be in the form of formal presentations, leading meetings, or one-to-one discussions on a range of issues including briefing, negotiating and problem solving.
11. To ensure material resources are available in order to deliver a quality service and supports staff and patients in achieving their goals.
12. To foster a climate that supports innovation and inspires therapeutic optimism.
13. To ensure health and safety regulations are met.
14. To ensure complaints are managed effectively and compliments reviewed to ensure outcomes are used constructively to inform service improvements.
15. As Deputy Director ensure governance arrangement provide appropriate assurances through to the Board.
16. To ensure the Care Quality Commission and other regulatory requirements are fully met or mitigation developed and risks noted.
17. Represent the trust/organisations at a senior level in Coroners Court in respect of Reg 28 (prevention of future deaths).

Qualifications
* Educated to Masters Level or equivalent experience through on the job training/development.
Experience
* Experience of working at senior managerial level/Assistant Director level.
* 5 years or more of experience in performance management, business planning in public sector.
* Experience of successful organisational change.
* Experience of successful track record for delivering services to ethnic minority communities.
* Experience of establishing constructive interagency partnerships.
* Experience of audit in a clinical setting.
Knowledge
* Knowledge of NHS priorities and compliance requirements in the area of babies, children and young people.
* Knowledge of change management, quality improvement techniques.
* An understanding of national health and social care strategy and policy, particularly in relation to mental health.
