We at Gloucestershire Health and Care NHS Foundation Trust have an exciting opportunity based in Gloucestershire (Countywide), for a permanent full-time role as an Estates Commissioning Officer.
The role will require the candidate to work closely with the Capital Delivery Managers (CDM) and other members of the Team to meet the workload priorities of the service.
We are therefore looking for a professional, reliable and strong but compassionate team player to support the Building and Environment Improvement Team (BEIT) in ensuring that the Trust provides a safe & secure environment for patients, staff and visitors.
We are looking for someone who is an excellent communicator, who possesses effective team working and organisational skills. The ideal candidate will be someone with relevant experience, supporting all staff working across a number of disciplines and locations to deliver high quality work.
The successful candidate will be proactive, reliable and flexible. A "can do" attitude is required, as well as a commitment to maintaining statutory and regulatory compliance across all disciplines. Excellent planning and organisational skills are a necessity, you must also be able to multi-task and prioritise your workload, and that of the team.
Main duties of the job
* To plan and manage the commissioning/decommissioning of multiple projects of varying sizes and longevity, agreeing priorities frequently with the CDM.
* To support and work closely with the CDM in delivering the capital programme, and other revenue projects as directed.
* To communicate positively, frequently and widely with internal and external stakeholders, using appropriate methods with occasional sensitive and unwelcome news.
* To be organised and methodical in record keeping, using IT programmes to provide commissioning and decommissioning plans and status reports.
Job responsibilities
* As commissioning lead contribute to policy change and understanding of whole building policies to enable buildings to operate effectively when opened.
* To work as a supportive team member within the BEIT and with the wider estates and facilities team.
* To uphold and positively contribute to safe methods of working, in particular on building sites.
* To supervise the work of the band 4 Capital Delivery Support on project specific work.
* To be the expert lead and have the responsibility for initiating and preparing schedules of accommodation, room data sheets and operational policies.
* To have the ability to review detailed drawings in Computer Aided Design (CAD) and other tools, explaining design concepts to non-expert stakeholders, proposing alterations to improve operational functionality and efficiency.
* To lead on all Estates and Facilities commissioning activities and co-ordinate the work of others within the commissioning plan to prepare the new area for use. This will include meeting operational staff and other stakeholders (Support Services, Health and Safety, Security, Fire, Infection Control etc), to prepare, agree and monitor the commissioning plan, requiring accurate note taking to record decisions and issues, escalating to the CDM as appropriate.

Qualifications
* Knowledge of a specific area, acquired through diploma or equivalent experience or training, plus further management knowledge or experience to a degree level equivalent.
* Health and Safety qualification.
* Computer aided design (CAD).
* Health and Safety in Construction qualification.
Experience
* Considerable experience of working in a project team.
* Some experience of project work.
Knowledge
* Extensive knowledge of a range of computer software packages.
* Considerable experience of budget management.
* Some experience of leading meetings and taking notes.
* Some experience of monitoring working environment and raising issues as appropriate.
Skills
* Ability to undertake all statutory and mandatory training including Breakaway (subject to Occupational Health clearance).
