We are a small, friendly team, working as part of a wider Estates and Facilities department in the Black Country. We are responsible for delivering a portfolio of Capital Projects – both strategic and operational.
As a Programme Manager for Operational Capital, you will improve services in the Trust, ensuring projects are delivered to the highest standards with a significant focus on the delivery of backlog maintenance and sustainability schemes. You will be responsible for a portfolio of projects identified through the annual and 5-year capital plan and will be supported by a Project Manager and Project Officer. Working with stakeholders and end users is key to this role, and you must be able to engage with ‘the client’ throughout the design and delivery process.
You will manage all governance from procurement, contract award, and monitoring spend within budget to ensure compliance with SFI’s. The post holder will use construction project management methodology including RIBA stages, creating robust specifications and cost plans to assist with the development of Trust approved capital schemes and projects. A surveying, construction, or architectural background would be welcomed.
Main duties of the job
They will have responsibility for managing the following:
* The selection and appointments process for design teams including professionals such as Architects, Engineers, Quantity Surveyors, CDM consultants, Clerks of Works, Contractors, Sub Contractors, and suppliers to undertake work for the Trust;
* Ensuring building and engineering construction works, which include multi-million pound contracts, are carried out to appropriate standards, quality, cost, time, and client satisfaction criteria, from feasibility stage to post-completion and assessment stage;
* Procurement process for capital projects in accordance with NHS Estates requirements;
* Delivery of the risk-based annual capital programme;
* Professional advice on capital schemes;
* Estate, land, and property management with an oversight of operational property matters relating to negotiating new leases and licences.
The Programme Manager will provide and will be responsible for:
* Providing specialised knowledge for construction re-development works;
* Ensuring compliance with current regulations;

The Capital and Property team provides services to ensure that the Trust can deliver its strategic capital priorities including those aligned and funded nationally.
Reporting to the Associate Director of Strategic Estates and Capital, the Programme Manager will provide professional and expert advice to the Trust on matters relating to its properties and lead on the delivery of operational capital schemes as part of the rolling annual capital programme and under the governance of the Trust Board.
The Programme Manager is in a senior role that involves close collaborative working with the Divisions, nursing, governance, finance, and medical leads ensuring that operational capital schemes are well managed, communicated, and ultimately meet the needs of the building users.
Detailed job description and main responsibilities
Main Duties/Responsibilities
1.0 Operational Capital Developments and Planning
* Manage and deliver operational capital within the Trust’s rolling capital programme;
* Provide input into Business Cases for capital developments in accordance with Department of Health Guidance, NHS Better Business Case guidance and Trust procedures;
* Support the Trust to forward plan and make recommendations relating to statutory compliance, backlog maintenance, and sustainability;
* Participate in building condition surveys on an as-needed basis;
* Plan and organise a broad range of complex activities and programmes;
* Provide update reports for the Estates Strategy Planning Group and Project Boards;
* Lead, chair, and make presentations to project teams and produce agreed briefs with stakeholders;
* Manage and produce feasibility studies including option appraisals, programmes, and budgets;
* Assist in the appointment of external advisors and consultants, contractors, and suppliers to the Trust in accordance with NHS guidance and Trust SFI’s;
* Design, tender, and construct each project to agreed cost, programme, quality, and client satisfaction;
* Manage and co-ordinate post-project evaluation and benefits realised of schemes;
* Review and make recommendations for updating of policies and processes for construction and estates activities;
* Ensure external consultants and advisors, contractors, and suppliers are procured in accordance with NHS guidance;
* Help to formulate and co-ordinate testing and commissioning strategies prior to occupation of the building, liaising with key clinical staff, ensuring adequate time and resources are available;
* Ensure each scheme includes and complies with all fire, health and safety legislation, building regulations, and Risk Management Policy or where agreed to derogate is recorded accurately;
* Make judgements involving complex facts or situations, which require the analysis, interpretation, and comparison of a range of options;
* Make judgements across a wide range of estates and construction issues taking into account current legislation, H&S regulations, conflicting demands – condition of plant and equipment;
2.0 Property Management
* Make recommendations and support with negotiating operational leases and licences that support clinical and operational teams to deliver their clinical strategies;
* Liaise and consult with solicitors, landlords, and other stakeholders including NHSE to support this;
* Develop a Trust terrier.
3.0 Capital Finance and Governance
* Responsibility for managing budgets associated with the delivery of a scheme to include external consultants fees and all other project associated costs. To include cash flows and forecasting of spend;
* Ensure projects within the capital programme are procured in accordance with the Trust’s Standing Orders, Standing Financial Instructions, and National advice;
* Ensure that projects within the capital programme comply with the Construction, Design and Management Regulations;
* Manage and develop the financial account for each project and respond to queries by internal and external auditors;
* Implement controls to ensure expenditure, timetable, and quality are contained within agreed programme limits and tolerances;
4.0 Communications
* Communicate within the Trust to all members of staff, consultants, and contractors employed by the Trust across all aspects of the post-holder's job description;
* Communicate technical development-related information to Trust Managers, advisors, contractors, and suppliers, Planners, and Councils, and negotiate with them;
Person specification
Essential criteria
* Master’s Degree Level or equivalent level of experience in a construction-related area to include architecture, chartered surveying, engineering, quantity surveying, or equivalent;
* Membership of RIBA/RICS/CABE/ICE or equivalent;
* Evidence of continuous personal and professional development in the building and construction field;
* IT literate and trained in AutoCad, MS Project, or comparable software;
Desirable criteria
* Experience of construction contracts and managing diverse supply chains;
* Experience of negotiating and managing performance of external contractors and Trust appointed consultants;
* Significant experience of successfully delivering capital projects;
* Experience of developing effective networks and strong relationships with stakeholders (the Trust client);
* Experience of undertaking public consultations and engagement with statutory bodies such as Planners and Building Control;
* Demonstrable problem-solving and negotiation techniques;
* Experience of Capital Development at an organisational level, demonstrating a sound knowledge of development processes including construction management techniques, procurement strategies, and process management;
* Demonstrate experience in the management and commissioning of advisers from legal, financial, and technical backgrounds;
* Strong planning and organisational skills, ability to deal with several components and conflicting situations;
* Ability to work at a strategic level including strong analytical and judgemental skills to synthesise information;
* Previous experience and knowledge of Estates and Facilities Management;
* Experience of managing a design and tender process;
* Substantial practice in architecture, building, or construction management, including all stages of construction projects and project management;
* High level of political acumen / astuteness – notably having a high level of credibility with peers and key partners in stakeholder organisations;
* Ability to actively engage and challenge clinicians and other professionals in looking at options around the estate to support their clinical strategies;
* High level skills in national policy interpretation and related implementation to ensure that quality services are maintained by the Trust in particular relating to HBN’s and HTM’s;
* Excellent communication skills, oral and written including ability to disseminate highly complex information to a range of staff and stakeholders;
