Job Profile: The Head of Operations Development is a senior role leading on the development of Operator Capability within the Development Company, delivering this through a programme of work, and growing a team to achieve this.
As Chair of the Operations Programme Board, the incumbent is responsible for delivering its programme and building the operational functions, providing the generation business capability, planning and preparing for SMR commissioning, developing processes and procedures, procuring relevant tools and IT systems, and supporting the GBN HR/L&D team in identifying and securing training provision, workforce planning, recruitment. Ultimately, the incumbent has the significant task of developing the organisation towards being ready for operating and maintaining the Power Station from the Commercial Operations Date (COD).
The Head of Operations Development’s principal accountabilities include ( but are not limited to ):
# Accountable for developing and implementing the Operational Capability Development Programme.
# Developing and implementing the commissioning, operations and maintenance
# strategies.
# Identifying, developing and ultimately securing the full Operating Capability for the SMR project
# Establishing with the GBN HR/L&D team the technical training strategy and plan, including an apprenticeship programme, operator training (including simulator training) training administration and maintenance of training records.
# Set the direction for and establish a design review team to ensure that the long-term Operator needs are prioritised within the Technology Providers design evolution, and that of the Clients scope.
# Establish and maintain relevant strategic relationships that help facilitate the creation of Operator Capability for the DevCo.
# Support the Safety, Licensing and Assurance Director and wider DevCo leadership team to develop the DevCo nuclear safety culture using international best practice.
# Develop strong relationships with the relevant regulatory bodies.
# Be the single point of contact for the GBN and the DevCo WANO interface.
# Develop as required decommissioning plans ad linkage to any Nuclear Liabilities Fund (or equivalent)
# Collaborate with the GBN HR/L&D team to work with local schools and colleges to increase awareness of the nuclear industry and inspire students to work towards entering the industry.
Experience
# Exemplary experience of working within and continually developing a nuclear safety culture
# Significant hands-on experience of nuclear power station operation, preferably with a light-water reactor (PWR or BWR).
# Proven leadership skills, including but not limited to project management, change management and project controls.
# Demonstrable experience at influencing and collaborating at all levels of the organisation, and with regulators and HMG.
# Experience in standing up organisations and building systems, processes and governance.
# Familiar with business case development.
# Excellent problem-solving, presentation and team-building skills.
# Ability to work autonomously, take a broad view on information available, and make risk informed decisions in a fast-moving environment.
Qualifications
STEM degree or related field, or equivalent demonstrable experience
Chartered Engineer or equivalent.
Project Management Professional (PMP), PRINCE2, or equivalent project management certification (preferable).
