Primary Care Contracts and Assurance Manager
Detailed job description and main responsibilities
The Primary Care Contracts and Assurance Manager will be responsible for the management of Primary Care contract performance across the system. In this role, you will work directly with Primary Care and wider providers of healthcare contracts, providing expert performance and delivery advice to proactively manage and ensure delivery aligns to support the policies and strategic direction of the ICB, whilst taking into account national and local strategies, legislation, and policy. The post holder will:
1. Act in accordance with the Delegation Agreement in place between NHS England and Coventry and Warwickshire ICB and lead on the management of primary care contracts.
2. Represent the ICB at various local, regional, and clinical meetings as required and participate in projects across the Integrated Care System (ICS).
3. Be required to deputise for the Head of Primary Care Contracts and Assurance as appropriate.
4. Produce reports in the appropriate format to the ICB Governing Body, any subcommittee, and any other decision-making forums within the ICS.
5. Develop and maintain strong working relationships with Primary Care, neighbouring ICS systems, the Commissioning Support Units, and other Commissioner Stakeholders to develop, where desirable, an integrated approach to assurance, contracting, and procurement that is consistent with local, national, and international policies, guidance, and strategies.
6. Undertake other duties commensurate with this band as and when requested.
Operational
* The Primary Care Contracts and Assurance Manager will have expertise within the specialism of primary care commissioning and contracting. An understanding of the role of primary care in the delivery of integrated pathways and how wider NHS contracting and finance operates.
* The post holder will be required to have an understanding of statutory frameworks and national contracts, including service specifications. They will be able to interpret these, offer advice on implementation to ensure that advisory and decision-making structures within the ICB have sufficient sight of all pertinent issues, impact, next steps, and recommendations.
* Project manage and deliver a range of service redesign projects/programmes that support strategic and operational objectives and that seek to reduce health inequalities and improve health outcomes of the local population.
* Develop robust business cases and/or project plans with clear success criteria and impact measures to inform evaluation.

Experience and Knowledge
Essential criteria
* Significant experience of Primary Care contracts and performance management.
* Evidence of continuing professional development.
* Educated to degree level or equivalent level of experience of working at a senior level in a specialist area.
* Detailed knowledge of contracting systems and processes.
* Significant experience of contract negotiation and contract performance management of complex healthcare contracts.
* Significant experience of complex data management and analysis.
* Experience of producing service specifications including KPIs.
* Expert knowledge of current NHS policy drivers and the commissioning agenda.
* Significant experience of applying appropriate contract mechanisms to support service redesign.
Desirable criteria
* Project Management qualification.
* Procurement experience.
* Experience of system and market management.
