Location: Hybrid – with expectations to work from one of our office bases in Harrogate, Selby, Richmond, Scarborough, Malton, Northallerton, Skipton.
About Our Service
The Welfare and Benefits Service plays a vital role in supporting residents across North Yorkshire by managing applications for Housing Benefit, Council Tax Reduction, Discretionary Housing Payments, and Exceptional Hardship Awards. Our dedicated team assesses claims and provides expert advice to both our customers and our colleagues across various council services.

We’re excited to announce a fantastic opportunity for a Benefits Subsidy and Performance Officer to become part of our friendly, supportive, and customer-focused Benefits Compliance Team.
The Role
As a key member of our team, you will focus on monitoring Housing Benefit expenditure to prevent financial subsidy losses. Your responsibilities will include:
* Conducting the annual subsidy audit and completing external auditor workbooks.
* Providing crucial data for statutory benefit returns, including the annual subsidy claim.
* Analysing and interpreting benefit performance statistics in line with service KPIs and national benchmarks.
* Identifying areas for service improvement to enhance our service delivery.
We’re looking for someone with strong technical and numerical skills, along with a comprehensive understanding of Housing Benefit and Council Tax Reduction regulations and claim processing procedures.
What We’re Looking For
To succeed in this role, you should have:
* Recent experience in assessing Housing Benefit and Council Tax Reduction claims, along with a solid grasp of the relevant regulations.
* Experience in subsidy monitoring and completing subsidy workbooks, with an understanding of subsidy implications across benefit administration.
* Proven skills in performance monitoring and compiling subsidy returns.
* The ability to analyse data and interpret technical information effectively.
* Proficiency in Microsoft Office for creating reports and presenting data.
* Strong problem-solving skills and confidence in decision-making.
* A GCSE or equivalent in English and Maths.
Additional Information
You will collaborate with various locality teams and may need to travel to different offices throughout North Yorkshire. This position involves handling highly sensitive information, so a basic disclosure from the Disclosure and Barring Service will be required.
