Renfrewshire Council is seeking high calibre candidates for the role of Technical Services Programme Manager.

We are looking for an enthusiastic and self-motivated individual who has extensive experience of delivering a variety of standard and complex projects and has worked in a commercially sensitive environment. Your key responsibilities will include managing professional construction teams both in-house and external, on complex multiple small projects for successful delivery, ensuring implementation of corporate property related strategies. This will involve regular liaison with client representatives, preparing management reports and applying analytical and diagnostic reviews of these reports.
You will have responsibility for assisting in the delivery of high quality construction projects within cost, time and quality parameters, working with the Programme Unit as part of a multi-disciplinary team, with the ability to work under pressure to meet agreed project deliverables. In addition, you will have a customer-focused, innovative, flexible approach to work, possess excellent verbal and written communication skills with the ability to influence others and take initiative in resolving problems.
You should be able to demonstrate in-depth programme planning along with the ability to be reactive and dynamic when change occurs. Effective problem solving, negotiating, team building, communication, and motivational skills, along with a commitment to improving standards of excellence and possession of a high level of commercial awareness is required.
You will have experience of working with industry standard software and systems with a working knowledge and understanding of relevant construction software such as CAMIS, Viewpoint, Sharepoint and Multivista. This role involves working within a developing BIM environment and requires an understanding and knowledge of BIM, along with recent legislation in relation to sustainability, Net Zero, Passivhaus, and their impact on the construction industry.
A relevant degree and/or full membership of a recognised relevant professional construction body or institute (e.g. RICS/ARB/RIAS/RIBA/CIBSE/CIOB/APM) is essential.
In addition, extensive experience at a senior level with substantial post qualification experience and knowledge of project procurement processes, relevant building contracts and current CDM Regulations is required.
