About the Team OFSI sits within HM Treasury, has been operational since March 2016 and in its first eight years has quickly established itself as a world-leader in financial sanctions, a key area of financial, foreign and national security policy. It remains front and centre of the financial sanctions response to the Russian invasion of Ukraine. HM Treasury implements financial sanctions in the UK, and OFSI fulfils this role on its behalf. It leads on the implementation of UN and UK financial sanctions and domestic terrorist asset freezing, providing a high-quality service to the private and charitable sectors, and mentorship to help them follow the law. It works closely with law enforcement, intelligence agencies and strategic policy colleagues across Whitehall and beyond to help ensure that financial sanctions are accurately understood, implemented and enforced. OFSI has meaningful partner relationships in the regulated financial services sector, the primary implementers of financial sanctions, and is an integral part of the sanctions community worldwide. About the Job We are recruiting for two roles within the Enforcement Unit. These are exciting, diverse roles, that will provide opportunities for you to work at the forefront of financial sanctions implementation. Role 1: Senior Enforcement Officer Managing a broad portfolio of cases - you will need to take the lead on investigations, gather evidence including through engaging with all parties involved in a breach of sanctions and conducting open-source research. Working with lawyers and other interested partners to determine the most appropriate compliance outcomes. Providing concise, accurate and timely advice, orally and in writing, to Enforcement Branch Heads and OFSI’s Senior Management team on the investigations for which you are responsible. Actively building and maintaining relationships across teams within Enforcement and wider OFSI, ensuring that our approach to sanction implementation is consistent. The postholder will have the opportunity to engage with other Whitehall departments responsible for the UK’s sanctions regime as well as engage internationally. Providing direction and guidance to other Enforcement Officers, and potential line management responsibility for an EO Enforcement Officer. Keeping OFSI’s case management system up to date to as you progress investigations. Ensuring accurate and timely record keeping. Role 2: Senior Compliance Monitoring Officer Managing your own caseload of serious, complex or high-profile reporting cases. Developing and maintaining data analysis tools to manage, summarise and present licensing reporting information in an understandable and usable format for internal and external partners. Engaging with colleagues across OFSI on good practice for setting reporting conditions providing feedback as needed. Supporting on work to put in place new tools and processes for building a picture of the scale of non-compliance in licensing reporting and work with colleagues across OFSI to devise proactive outreach and engagement activity; and Line management of two direct reports. You have the option of being based in our London, Darlington or Norwich office when you start with us. You will be asked to specify which of these office locations you would like to be based at when you submit your application.
