National Highways have an excellent opportunity for a Lead Operational Technology Specialist - Traffic Control Products to join our Architecture Design & Technology Solutions (ADTS) team within Digital Services. As a Lead Operational Technology Specialist, you will undertake the lead role in providing technical specialist support for roadside traffic control products and systems. These products ensure that traffic can safely be managed at key locations on the SRN and the services help define and support strategy, both are key in providing effective safe management of traffic and congestion on the network and providing data around network use and performance.
Please note this is a hybrid position and can be based from any of our UK offices however travel to locations such as Birmingham, Bristol, Manchester, Leeds and Guildford to attend team meetings may be required on a bi-monthly basis.
* Working with the OT P&E Manager they will regularly collaborate and seek agreement with senior stakeholders, providing direction and challenge with traffic control products.
* Be the NH technical authority for traffic control products. Provide delegated technical approval, governance and assurance for traffic control services and detector technology through the Technical Governance processes; ensuring that technologies follow specifications, risks are known and appropriately mitigated prior to integration into the live environment. This will include being lead technical author for traffic control product specifications where required
* Be accountable for the definition, development and communication of the architectural guardrails, specifications and evolutionary roadmaps for traffic control services and their associated systems, including but not limited to, Traffic Signals (traffic lights), the traffic management cell, ramp metering and their associated systems, ensuring enhanced capability, more reliable services and improved safety to road users and those installing and maintaining Operational Technology (OT).
* Technical authority for relevant proposals and business cases in your domain area. Work proactively to secure the necessary support and approval from key stakeholders. Engage with stakeholders across National Highways to support the successful production of business cases.
* Own the strategy to move towards the use of Commercial Off the Shelf (COTS) solutions in this domain area, by the identification and application of internationally recognised open standards, applications and interfaces.
* Lead and influence procurement strategies to ensure that the end-to-end delivery of technology systems don't have unintended impacts on achieving planned future architectures.
About you.
* Capable of producing strategy for technology that meets business needs. Able to create, refine and challenge patterns, standards, policies, roadmaps and vision statements in relations to traffic controls and associated systems
* Translates technical concepts between software engineering, delivery management and service management so they are understood by all
* Experience of wider Intelligent Transport System technical frameworks such as: UTMC, NTCIP, DATEX2
* Knowledge of roadside traffic control specifications / standards and the interactions between technology requirements and legislative documentation such as Standards for Highways.
* Expert understanding of the hazards of the road environment and the design decisions and methodologies that are deployed in mission-critical operational systems to meet strict safety, availability, resilience or latency related requirements.
* Experience with standard components of technical infrastructure at the power and telecommunications layer; and electrical or environmental considerations is desirable.
