Virginia State Police (VSP) is looking for a SeniorBusiness Systems Analyst with 6years of experience to leadprojects
related to computerized document creationworkflows interfaces and storage for criminal and civil systemsincluding the
Criminal and Rap Back Information System(CRIS) project.
The incumbent will perform complexbusiness analysis and technical tasks such as project planningprocess
improvement writing requirements system designdata analysis interface analysis and system rollout.
Theincumbent will serve as the Team Leader for a document managementteam and lead DocuSign eSignature forms
workflowsinterfaces and JavaScript development.
These duties involve thefollowing:
Leads the overall review analysisand evaluation of current business systems;
analyzesrecommends and implements process improvements; creates andevaluates user requirements and system
needs; elicitsrequirements using various elicitation techniques such asBrainstorming Data Mining Document Analysis
andInterviews with users; produces requirements artifacts such asField Definition Matrix Business Rules Interface
requirements; performs gap analysis on existing requirements inconjunction with current business needs; contributes to
and drives a collaborative effort to support organizational changemanagement; facilitates risk analysis; participates inthe
creation and subsequent reviews of project testplans; leads all final user acceptance efforts with businessstakeholders;
defines roles and access rights needed forapplications; represents VSPs interests with vendors andcollaborates with
them to help meet project needs;creates training materials and provides endusertraining.
Candidates for this position are required tohave experience developing DocuSign eSignature forms andworkflows
including experience customizing formbehaviors using JavaScript. Also candidates for this positionshould possess
strong leadership skills strongorganization administrative analytical problem solving andinterpersonal skills; be self
motivated and able todevelop rapport and positive working relationships with coworkersand the agency at large; be
proficient in OrganizationalChange Management; have prior experience implementing cloudhostedSoftware As A
Service (SaaS) solutions; have anunderstanding of business analysis concepts such as identifying andinterpreting risk
assessments; be able to producerequirement related artifacts such as test cases requirementstraceability matrix
business rules interfacerequirements use cases activity diagrams error validations and rolebased system profiles; be
able to manage security accessand user profile management; be able to work collaboratively withvarious groups within
VSP and VSP vendors to ensurerequirements are vetted and documented; be able to analyzefunctional/nonfunctional
system requirements; be able toreengineer business processes; be able to identify how newapplications and business
processes will integrate withor replace existing business processes; possess excellentcommunication skills in English
and the ability tocommunicate with internal customers in nontechnical terms; beproficient with Microsoft Products (Word
Excel VisioPowerPoint); be proficient in creating business and systemrequirements.
