Senior Contracts Technical Officer Location: Croydon Council - Shared Services Depot Factory Lane Grade 12 (£48,531- £50,574 pa) TBC Full-time 36 hours per week, flexible hybrid position Reports to: Senior Waste and Street Contract Manager This is an exciting time to be working in Croydon as we launch our new contract for Household Waste and Recycling Collections and Street Cleansing which provides an opportunity for you to work as part of a customer focused, service delivery team. We are currently recruiting 1 x Senior Contracts Technical Officers to be part of a busy Waste and Streets contract monitoring team. The Role · You will be responsible for leading and supervising a team of 3-4 Contracts Technical Officers and assuring the monitoring and undertaking of inspections of the council’s integrated contract for refuse collection, street cleaning, recycling, footway gritting and weed spraying contract are completed within the agreed service specification and are being provided to the required service standard by the contractor. · You will be responsible for preparing and overseeing, when required, plans, proposals, schedules, specifications, reports, estimates, budgets and other relevant contract documentation / management systems for the suite of contracts within the work remit that require daily or scheduled, and ad-hoc, delivery, monitoring and inspection reporting. · You will be required to and be responsible for developing, monitoring and maintaining the Contracts Technical Team computerised work and payment systems in respect of the service work requirements along with ensuring compliance with all health and safety and industry practices in the delivery of work by contractors and council staff. · You will be required to direct, attend and manage emergency call-outs in storm and adverse weather situations, as necessary, outside normal working hours and to support and direct clear-up operations as agreed by the Emergency Planning Officer or Emergency Services. · You will be required to represent the council on service matters at, but not limited to, public meetings, council meetings, and other events within the scope of the services managed by the Contracts Technical Team as well as supporting and providing responses to escalating service failures and complaints, by directly liaising with the councils’ internal customer support team and contractors’ representatives. About you · You will be passionate, bringing plenty of energy and initiative to this role and ensure you deliver excellent customer service to improve the resident experience and contribute as an effective and collaborative team member while championing the professional integrity of the service. · You will have a proven background of monitoring and contract management, project management, an understanding of local government decision-making processes and procedures, proven experience of financial management and budgetary controls, and knowledge of the purpose and application of equalities and health and safety legislation and policies and leading a diverse team to deliver successful outcomes. · You will possess an ability to work with initiative and with an organised approach whilst working on a number of activities at any one time and to respond to constantly changing pressures and priorities and the ability to analyse data and issues and to develop practical plans of action and identify new ways of working to meet your own and teams deadlines, targets and set objectives while also being able to lead and work within a team with a complex and diverse agenda, developing effective and supportive relationships with colleagues, being considerate, empathic and fostering a sense of team spirit. · You will possess a high standard of IT skill, including word processing, spread sheets, databases, presentations, email/ internet, and experience of CRM / GIS and mapping systems. Training will be provided for our internal systems. · You will also need to have good oral, communication, interpersonal skills and negotiation skills with individuals at all levels across diverse groups of stakeholders and have the ability to network well and establish positive working relationships with a range of organisations both internal and external contacts and at all times implementing the Council’s Equal Opportunities, Customer Care and other co-operative policies.
