The successful applicant will manage the operation of the Midlands Highway Alliance Plus's (MHA) performance and finance services; working with the MHA team to provide effective and efficient services in support of its local authority members and ensure the continuing success of the Alliance. About the Role You will: Manage and monitor the MHA budget, leading on, and ensuring adherence to, relevant financial and procurement procedures and standing orders. Strengthen current financial budgetary controls, ensuring actual, forecast, target, financials and commentary are completed. Develop and manage service and framework contract performance systems, including data analysis and information sharing, to support continuous improvement and effective framework contract management. Provide financial and performance information to the management team and to the MHA governance boards to enable decision-making and ensure good financial management. Liaise with LCC corporate business partners, member authorities and suppliers to ensure that information obtained and reported on is accurate, current and relevant and conformity with financial and procurement requirements. Manage, develop and support staff. Support the Framework Manager(s) and MHA Manager in the delivery of key service specific initiatives and projects identified within the MHA Business Plan and departmental/corporate plans. Contribute to MHA, departmental and corporate meetings and working groups etc. as required. About You To apply for this post, you must: Be CCAB and/or MAAT qualified and or equivalent with significant experience in financial and performance management, involved practices and procedures. Have worked at a senior level, liaising with and influencing senior managers within a local authority and/or outside bodies, managing and analysing budgets and performance data, and advising and reporting on the financial and performance position to senior management whilst maintaining appropriate confidentiality. Have strong analytical skills and be a logical thinker, able to utilise Excel and learn other software tools, such as Power BI, to provide solutions to develop and manage complex processes, analyse large volumes of data and identify trends. Have excellent verbal and written communication skills to be able to interpret, write and articulate clearly, accurately and appropriately for the audience, technical and non-technical reports, financial and performance information and technical advice to a wide range of non-financial internal and external stakeholders. Have experience of delivering/ supporting specific improvement in Operational Performance and have excellent organisational skills to prioritise work and manage effective service delivery and procurement in the local government highway sector. Work collaboratively and confidently in partnership with customers and key stakeholders to build strong relationships and deliver the required outputs and outcomes.
