Brief Description
The Cyfuno approach is about us finding ways that we can work together across rail and broader multi-modal transport more seamlessly to deliver objectives that we already share. It’s about us removing barriers that we sometimes face. It’s about making it easier for us to improve the rail network and public transport in Wales and Borders, to support the Welsh Government’s goal of changing people’s travel behaviour in Wales by getting them out of cars and using public transport and active travel.
This role will play a central element in delivering that ambition. Working for Network Rail but within a joint sponsorship initiative between Network Rail and Transport for Wales, it will lead in the development and implementation of enhancement projects where Network Rail assumes a sponsorship role.
The role will focus on a consolidated portfolio of local authority led investments in stations to deliver station enhancements and multi-modal transport interchanges. The projects range in scale and complexity, from whole station reconfigurations, intermediate sized bus interchange/forecourt enhancements and smaller scale active travel/parking improvements. The role will be responsible for leading Network Rail’s relationship with the local authorities, promoting confidence to invest in the railway and stations and delivering on that investment.
Further major programmes within the portfolio that you may be involved with include the delivery of a programme of Access for All projects and Network Rail’s interfaces with Transport for Wales’ key rolling stock introduction, Core Valley Line transformation and timetable change programmes, together with an exciting development of the Cardiff Central area with over £300m of investments into the station itself, multi-modal transport hub, Cardiff Crossrail and associated commercial developments.
In delivering the benefit realisation of these projects to agreed scope, time and cost, the successful candidate will engage with and influence funders, decision makers and stakeholders across the Route and Region, Transport for Wales, Department for Transport and Local Authorities.

Bydd y rôl hon yn chwarae rhan ganolog wrth gyflawni’r uchelgais hwnnw. Gan weithio i Network Rail ond o fewn menter noddi ar y cyd rhwng Network Rail a Trafnidiaeth Cymru, bydd yn arwain y gwaith o ddatblygu a gweithredu prosiectau gwella lle mae Network Rail yn ymgymryd â rôl noddi.
Bydd y rôl yn canolbwyntio ar bortffolio cyfunol o fuddsoddiadau dan arweiniad awdurdodau lleol mewn gorsafoedd i wella gorsafoedd a chyfnewidfeydd trafnidiaeth aml-fodd. Mae’r prosiectau’n amrywio o ran maint a chymhlethdod, o ad-drefnu gorsafoedd cyfan, cyfnewidfa fysiau maint canolradd/gwelliannau cwrt blaen a gwelliannau teithio llesol/parcio ar raddfa lai. Bydd y rôl yn gyfrifol am arwain perthynas Network Rail â’r awdurdodau lleol, hybu hyder i fuddsoddi yn y rheilffyrdd a gorsafoedd a chyflawni’r buddsoddiad hwnnw.

Wrth gyflawni buddion y prosiectau hyn o fewn cwmpas, amser a chost y cytunwyd arnynt, bydd yr ymgeisydd llwyddiannus yn ymgysylltu â chyllidwyr, y rhai sy’n gwneud penderfyniadau a rhanddeiliaid ar draws y Llwybr a’r Rhanbarth, Trafnidiaeth Cymru, yr Adran Drafnidiaeth ac Awdurdodau Lleol ac yn dylanwadu arnynt.
About the role (External)
Your Main Responsibilities will be to:
·Build effective relationships, (internally & externally) to balance the requirements of the client, Network Rail and the industry as a whole. Champion the interests of clients, customers and stakeholders acting as the focal point for escalation within Network Rail.
·Review and interrogate client remits to confirm their viability. Work with internal and external stakeholders to establish a scope which optimises client requirements, value for money, network availability and capacity for future development and whole life cost.
·Be responsible for the conversion of the client remit into an agreed project requirements specification. Be accountable for the development of the initial project plan and budget; working with the project manager to specify how the project is going to be delivered, expected milestones and associated timescales, resource requirements, risks & issues and funding needs/sources.
·Produce business cases and investment papers for projects.
·Devise solutions which maintain the ‘business as usual’ accessibility for our customers, take consideration of the 7 day railway principles and therefore minimise disruption to end rail users. Take a national/route wide view across portfolios to generate additional benefits, identify and resolve conflicting work and drive efficiencies.
·Lead the process of quantifying risk associated with the project. Devise mitigating actions and periodically review recovery progress.
·Interrogate and challenge plans to assess the deliverability of agreed scope within stated timescales and cost parameters, presenting any required scope changes to the client for approval.
·Hold the Project Manager accountable for programme delivery to cost, time and scope parameters. Hold periodic reviews to understand and challenge delivery progress against the client remit. Communicate progress status against defined milestones and expectations to stakeholders putting contingency measures in place if required.
·Negotiate with customers and stakeholders on the project’s commercial and contractual terms in accordance with relevant corporate policy and strategy. Act as the focal point for negotiations and resolution of external scheme interface requirements, including any Parliamentary or Statutory processes, external consents issues to optimise the value of the scheme to Network Rail and funder(s).
·Comply with the requirements of investment regulations, other corporate governance and the Guide to Railway Investment Projects. Adhere to corporate processes, including those related to safety, finance, legal and corporate affairs.
·Facilitate the discharge of the duties assigned by the Client as detailed within the Construction Design Management (CDM) Regulations for the programme of projects allocated to you.
You will ideally have
·Qualified to degree level or equivalent
·Experience of dealing with client portfolios and liaising with people at all levels
·Ability to articulate complex business problems into manageable work packages and produce synthesised logical solutions
·Proven ability to write coherently, conveying report / investment information in a concise manner
·Commercially astute, persuasive, and customer focused
·Proven influencing and negotiating skills
·Experience of leading a successful team
