Main duties of the job
This director of information, intelligence and insights role provides the opportunity to be part of a change to the way we deliver health and care services in Cornwall and the Isles of Scilly; we need a greater focus on prevention, reducing health inequalities by providing equitable access, outcomes and experience, joining up pathways for the benefit of the users and ensuring care is delivered by the right person, in the right place at the right time. Population health management is key to this approach; we need to ensure we have the correct data sets, use all the data we have available well and adopt a data driven approach to planning and delivery of health and care.
Each integrated care system (ICS) in England is required to develop a cross-system intelligence function (IF). These are intended to be system-wide and multi-disciplinary collaborations of intelligence professionals (including data engineers, data analysts, data scientists and qualitative researchers), with representation from analytical leaders and key teams. Intelligence functions will support a breadth of strategic, clinical and operational decisions at ICS level.

Detailed job description and main responsibilities
The role is within the Integrated Care Board (ICB) and is focused on achieving the four core purposes of integrated care systems (ICS): improving population health, addressing inequalities, enhancing productivity, and supporting broader NHS goals.
The post holder will report to the chief information officer and is responsible for leading the information, intelligence, and insights strategies for Cornwall and Isles of Scilly (CIoS). They will manage the operational delivery of these functions, ensuring secure and resilient information systems that support service planning and performance reporting.
Key Responsibilities:
* Provide leadership in developing and implementing the Intelligence Function (IF) and data and analytics strategy across the Cornwall IoS system.
* Support data and analytical services across ICS partners, fostering a data-driven decision-making culture.
* Deputise for the chief information officer and lead on digital and data services at various meetings.
* Develop a vision for integrating information services to support healthcare delivery in CIoS.
* Build relationships with senior professionals and stakeholders across the CIoS integrated care system and other organisations.
* Oversee the development and implementation of strategic analytics to support health and care policies.
* Initiate new information system prototypes and contribute expert knowledge to service redesign.
* Ensure compliance with legislation and governance, and manage service delivery risks.
* Shape organisational culture by demonstrating ethical, compassionate leadership in line with NHS values.
The post holder will also manage budgets, line manage staff, and create a positive work environment that supports staff wellbeing and engagement.

* Educated to Masters level or significant equivalent experience.
* Evidence of specialist knowledge, or significant equivalent demonstrable experience within a health informatics field.
* Extensive knowledge and experience of change management, process change and IM&T issues and solutions within a healthcare environment.
* Extensive knowledge of the culture and business processes for national information requirements.
Experience
* Extensive experience of leading and managing highly visible and sensitive information and research programmes and projects, developing long-term delivery strategies, gaining stakeholder support across CIoS and NHS England approval as well as delivering effectively.
* Extensive experience at a senior management / deputy director level in an Information/IT environment.
* Considerable expertise and experience in health informatics and evidence of working within a healthcare environment.
Skills and knowledge
* Highly detailed understanding of patient information systems, understanding the capability of these systems so that they are used properly in the course of decision making. This would include sound understanding of systems used across all care settings, both administrative and clinical.
