This position is responsible for administering and supporting projects and activities related to automated enforcement. Also provides technical and analytical operational support in accordance with municipal and legislated requirements. Prepares reports, recommendations, action plans and quality standards and responds to resident complaints and inquiries related to Automated Enforcement programs which includes Red Light Camera Program and Automated Speed Enforcement Program and any future Regional automated enforcement and safety related programs.
MAJOR RESPONSIBILITIES
1. Implements plans and recommends policies and procedures regarding program-specific requirements related to automated enforcement programs.
2. Reviews and maintains bylaws and maps related to automated enforcement.
3. Records, tracks, updates, and maintains spreadsheets and maps consisting of automated enforcement camera locations, enforcement schedules, and maintenance activities.
4. Liaises with external partners on a regular basis regarding the designated fine joint processing centre, access to the vehicle license information, and status of the local municipal automated enforcement programs.
5. Liaises with vendors/contractors to resolve and troubleshoot operational and maintenance concerns, as needed.
6. Liaises and coordinates with Legal and Court Services in applying business intelligence to support the development and operation of Automated Enforcement programs.
7. Assists vendors/contractors with on-site inspections, design activities and facilitates and represents the Region’s interests during the site activities.
8. Assists in contract administration including monitoring contract expenditures, budget and revenues estimating, tender documentation, business case preparation, and contract supervision and payment.
9. Assists in agency establishment, maintenance and oversight of contracts and operating agreements with vendors/contractors and partnering municipalities.
10. Provides support on complex tasks and assists in automated enforcement system site selection procedures.
11. Prepares briefing notes and presentations.
MINIMUM REQUIREMENTS
1. Successful completion of a three (3) year Community College Diploma Program in Transportation/Civil Engineering Technology or related field or approved equivalent combination of education and experience.
2. Registered as a Certified Engineering Technologist and a member in good standing with the Ontario Association of Certified Engineering Technicians/Technologists (OACETT) or designated and registered in an approved equivalent professional association.
3. Minimum five (5) years demonstrated experience in traffic engineering and operations environments including technical analysis and project management experience.
