Location : The designated office base is Abbey House, Abingdon. The councils operate in a truly flexible, and hybrid way where the focus is on outcomes, not where you work.

About the role and what were looking for
The Property Assets team provides Property and Facilities services across both Councils for the general public and for internal customer departments, using a Corporate Landlord model. The types of buildings and the customers being served include:
Arts centres Cornerstone in Didcot and Beacon in Wantage.
Council offices, providing staff accommodation and public reception services.
Community centres
Leisure includes leisure facilities and outdoor swimming pools.
Housing hostels, houses, mobile home parks
Public toilets
Other land and facilities, including closed churchyards
Working closely with the technical services team responsible for car parks, flood alleviation, sewage pumps, and engineering services.
Working closely with Development and Property Strategy teams specifically providing any Facilities or maintenance needs for sub-let premises.
A Building Services Technician (Plumber) is required to work within Property Operations and provide technical expertise on the maintenance, repair, and improvement of the Mechanical building assets for the Council.
The role requires a mix of hands-on maintenance and repair for pre-planned and reactive tasks, as well as management of sub-contractor suppliers for specialist maintenance and repair works. Experience of other trade skills would be beneficial, such as building fabric and carpentry.
Main duties and responsibilities
Provide regular pre-planned maintenance and repair services to the Councils main operational buildings (circa 90 buildings mix of commercial, residential, and public conveniences).
Provide reactive first-fix repair services across the wider Council property portfolio.
Fix leaks and replace taps, baths, cylinders, and water tanks.
Repair hot and cold-water systems across the councils buildings.
Repair and replace external water, waste, and rainwater systems.
Work on unvented hot water systems.
Manage the delivery of maintenance activities using sub-contractor support.
Use the CAFM system (Concerto) to plan, manage, and report works.
Contribute to the forward maintenance plan that tracks asset condition
Ensure all documentation/records are kept in clearly identified and retrievable systems.
Plan statutory compliance maintenance and testing and report as required.
Ensure all PPMs and Critical Facility PPMs are carried out as scheduled.
About you
Your essential skills, knowledge, and experience:
Strong knowledge of Water Supply Regulation and Control of Legionella L8.
Mechanical Building Services Technician practical knowledge.
HVAC Experience.
Knowledge of building emergency response activities.
Strong proven experience in operating building services across multiple sites.
Experience of working and operating in a permit-to-work system.
PC literate/MS Office skills.
Excellent contract/supplier management skills.
Operational experience of managing Environmental, Health & Safety Systems.
Hold a current full driving licence and, whenever necessary, have access to a vehicle that is insured and available for business use.
Physically able to climb ladders, access confined spaces, perform general working at height activities, and follow safe systems of work across a range of buildings.
Have 3+ years of plumbing experience with relevant qualifications City & Guilds NVQ Level 3 or equivalent (will consider Level 2 with extensive relevant experience).
If you have the following experience or qualifications its a bonus:
IOSH Managing Safely, NEBOSH General Certificate, or equivalent H&S training.
Building Management Systems experience.
Gas Safe Certification.
First aid qualifications (training to be provided).
IPAF 3a/b licence (desirable training will be provided if not held).
