JOB TITLE: Technical Assurance Manager: Heat Networks

PURPOSE OF THE ROLE:
CBRE Property Management (PM) UK is a global leader in property management services, acting on behalf of investor Clients for a diverse property portfolio. Within the Client property portfolio, there are heat networks that distribute heat or cooling from central sources to various occupiers including retail, offices, and residential. This includes the supply of communal heating to a single property, as well as multiple buildings across a property. CBRE PM UK also procures energy on behalf of Clients using a bespoke energy broker basket.
In the role of Technical Assurance Manager: Heat Networks, the individual shall be responsible for supporting the CBRE PM UK teams, including the wider technical assurance team, utilities, ESG, and accounting teams in understanding and implementing a UK-wide best practice end-to-end heat network management, delivery, and optimisation service, designed to maximise value for Clients and occupiers and ensure current and future heat network compliance and effectiveness, including metering and billing.
KEY ACCOUNTABILITIES
Strategy, Process and Standards
1. Determining and executing an end-to-end heat network strategy, with supporting processes and procedures for the UK property portfolio.
2. Managing and optimising heat networks including metering and billing performance within the energy management system across the UK portfolio.
3. Establishing and chairing meetings for key stakeholders to ensure CBRE processes are maintained and regulatory reporting is completed.
Technical And Compliance
1. Ensuring compliance of heat networks with new heat market regulations and conducting periodic audits.
2. Supporting operational teams on asset metering and plant optimisation to ensure systems are efficient and accurate.
3. Formulating meter inventories and recharge strategies through inspections and schematics.
4. Witnessing meter and BMS/EMS commissioning and ensuring meter calibration is completed.
5. Managing performance of communal heating systems and landlord energy supply by overseeing third-party suppliers.
6. Setting tariffs for full and accurate cost recovery.
7. Providing expert advice on heat/cooling networks and energy centre operation.
8. Seeking funding to improve heat network performance where appropriate.
Metering and Billing
1. Reviewing meter installations for compliance with legislation and providing recommendations for improvements.
2. Ensuring processes for Heat Networks are maintained by key stakeholders.
3. Advising on new connections and disconnections, providing sound commercial advice.
4. Managing complex queries regarding metered consumption and ensuring clear communication of findings.
Reporting
1. Developing and managing data flows to ensure accurate energy reporting.
2. Working with IT and utilities teams to create plans for reducing energy costs and CO2 emissions.
Stakeholder Liaison and Leadership
1. Collaborating with operational, utilities, and accounting teams to resolve consumption queries.
2. Ensuring third-party suppliers are procured against robust requirements.
3. Providing guidance on heat network billing requirements and compliance.
4. Advising on properties transitioning in and out of management.
5. Liaising with Clients and occupiers to resolve queries.
Development
1. Maintaining professional qualifications and competence through appropriate learning development courses.
JOB REQUIREMENTS & QUALIFICATIONS
Education:
1. Bachelor’s degree in building services engineering.
2. CIBSE Heat Network Consultant certification (desirable).
Previous Experience:
1. Experience with mechanical and electrical installations, including HVAC plant.
2. Experience with energy systems, heat and cooling networks, and billing processes.
3. Understanding of energy efficiency calculations and knowledge of CIBSE CP1 for Heat Networks.
4. Familiarity with the UK Managing Agent and utilities industry.
