Part time hours - 2-3 days a week but can be flexible on days.
The successful candidate will advise clients on specialist aspects of law and practice as required, e.g. Procurement, Employment, Human Rights, Child Care, Adult Social Care, Property and to organise/participate in training events as appropriate and/or necessary.
Key Responsibilities:
* Oversee and manage a caseload in an area of law allocated.
* Respond to requests for advice, representation etc., from Devon County Council employees.
* Manage all aspects of court representation as required.
* Advise and/or present to courts, meetings, members at formal appeal hearings or as required by the County Solicitor.
* Assume a lead role in advising clients on specialist aspects of law and practice as required, e.g. Procurement, Employment, Human Rights, Child Care, Adult Social Care, Property and to organise/participate in training events as appropriate and/or necessary.
* Determine appeals under the Internal Dispute Resolution Procedure of the Local Government Pension Scheme and various internal appeal procedures if required.
* Take part in the Legal Services’ Out of Hours service to provide assistance to the Emergency Duty Team on matters of Childcare and Adult Social Care.
Qualifications:
1. Law Society admitted and Solicitor Regulatory Authority registered solicitor, Fellow of the Chartered Institute of Legal Executives or Bar Standards Board registered barrister.
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
2. Specialist in an area of law as required.
3. A thorough knowledge of that area of law, good advocacy skills and considerable experience in case management is essential along with demonstrable experience of working in a particular field.
4. Adequate experience of managing own workload.
5. Ability to absorb and interpret legislation, case law and procedures.
6. Ability to assimilate facts and present these in a coherent fashion in order to facilitate desired result for DCC.
7. Ability to assimilate detailed and complex information and make judgments on the way that certain procedures have been followed.
8. Excellent communication and presentational skills both verbal and written including influencing and persuasion.
9. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
