The purpose of this role is to assist in ensuring that the Highways service provides an efficient and effective service, which meets service, legislative and council policy requirements, through inspection of infrastructure, supervision of highway and other public realm works and standards, and assisting in the delivery of highways projects. Technician roles exist in more than one team and the accountabilities and function will vary accordingly as outlined below. The role in the Highway Maintenance group involves long periods of walking and standing ‘on street’, climbing ladders and working in confined spaces.
Principal accountabilities
Highways Maintenance only
1. Inspect, monitor, record and report on the condition of the public highway, street furniture, highway structures, drainage, street trees and highway lighting in accordance with current Council policy and procedures.
2. Submit defect reports as appropriate through a hand held and/or desktop database and manage work instructions to the relevant service provider.
3. Attend emergencies on behalf of the service, and coordinate any response by the division. Arrange for the issue of works orders to contractors in cases of emergency.
4. Record and monitor illegal or unsafe work sites, structures, overhanging vegetation, etc., and report to the appropriate manager, statutory authority, or enforcement group.
5. Liaise with Statutory Utilities, and control entry into the service subways ensuring compliance with the HASAWA and associated codes of practice for confined space entry, and undertake routine maintenance inspections of the service subways.
6. Investigate and provide reports on incident and accident claims, attend meetings with solicitors, etc., as required by the Insurance Officer.
7. Represent the Council’s interests by giving evidence in a Court of Law on all matters relating to incidents on the Public Highway.
Transport Projects
1. Assist the Engineer and Principal Engineer in design and implementation of small scale highways projects.

1. Carry out inspections of sites and contractors/service providers for compliance with Health and Safety at Work and contract specifications. Instigate remedial action and record outcomes in line with quality management systems.
2. Provide written responses to and raise appropriate work instructions for service enquiries and requests received by Highways Division.
3. Liaise with senior officers and provide inspection findings and recommendations for inclusion in detailed written responses to members, senior officer, members of the public and all stakeholder service enquiries.
4. Maintain and develop quality administrative systems, and maintain accurate reporting and recording systems.
5. Use data capture devices and computer-based systems for reporting on and updating of asset registers and inventories, maintenance and condition surveys, work instruction and findings.
Knowledge, including educational qualifications:
1. Supervisory Accreditation under the New Roads & Streets Works Act 1991.
2. Strong evidence of working in a Highways/Engineering field of service delivery.
3. C&G 6033-03 Unit 311- Highway Safety Inspection.
4. Understanding of concepts, practices and principles of asset repair and maintenance.
5. Understanding of risk management and insurance claims procedures.
6. Knowledge of AutoCAD.
Experience:
1. Demonstrable and relevant experience of working in a Highways/Engineering field of service delivery.
2. Relevant experience of site supervision.
3. Relevant evidenced experience of defect monitoring, highway maintenance or highway project delivery.
4. Experience of reading and interpreting site instructions, maps, and drawings.
5. Experience of operating Microsoft Office software including Word, Excel, Outlook, and bespoke database software.
