Interim HR Business Manager

Pay Rate: £29.21 per hour PAYE
Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 2-3 months

In this role, you’ll oversee day-to-day HR management within a Directorate, working closely with the Strategic Director and Leadership Team to build organizational and people capabilities. You will manage a team of HR Consultants to deliver high-quality people solutions, drive organizational change, support workforce planning, and promote skills development to meet business priorities.
Key Responsibilities:
Provide high-level advice and support in a specialist area, ensuring the efficient delivery of services with social or environmental impact.
Develop Council-wide strategies to support internal management.
Create a customer-focused, flexible service that meets diverse needs to a high standard.
Set clear service delivery objectives, manage risks, and develop action plans for effective implementation.
Assess political factors influencing service delivery and adjust plans accordingly.
Drive best practices and value for money through performance management, target setting, and procurement.
Lead and manage major change initiatives, ensuring effective risk management and evaluation of outcomes.
Key requirements:
Level 7 qualification e.g. Post Graduate Certificates and Diplomas with extensive experience in the relevant specialist area and other related areas of work, or a wider range of areas Or Evidence of the equivalent level of knowledge gained through work experience
Knowledge and a significant understanding of the legislative frameworks and government policy agendas in respect of this field of work
Substantial direct management experience within Human Resources, including policy development, corporate/strategic planning, managing change, employment relations casework, including complex disciplinary, capability and grievance matters and preparation and attendance at Employment Tribunals
Experience of managing people effectively within a customer focused service delivery environment
Experience of performance management and quality assurance processes in HR service delivery
Experience of successful project management and delivering services to set standards
Must have Local Government experience on terms and conditions, change management and TU consultation.
Effective negotiation skills and ability to deal with potential conflict
