Development Officer

Salary: £37,626 - £44,257
Hours: 36 per week
This is an exciting opportunity to join the Wider Achievement and Lifelong Learning Service as a Development Officer (CLD Youth Work).
With a strong understanding of the benefits of youth work, you will have experience of working in this field, developing and delivering a range of youth work and supporting community based youth work .
A good understanding of current priorities and policies relating to youth work and the impact on young people and communities is essential. As is experience of creating, delivering and supporting projects and activity that deliver positive change and benefits to young people. This post is regulated work with children and/or protected adults under the Protection of Vulnerable Groups (Scotland) Act 2007. The preferred candidate will be required to join the PVG Scheme or undergo a PVG Scheme update check. Where an individual has spent a continuous period of 3 months or more out with the UK in the last 5 years, an Overseas Criminal Record Check will be required. You will be required to provide this check. An unconditional offer of employment and commencement in the post will be subject to the outcome of both these pre-employment checks being deemed satisfactory.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.

Requirements
Good understanding of the statutory responsibilities for CLD and youth work.
Ability to apply relevant legislation and policy relating to CLD/Youth and children’s work.
Sound knowledge of current and emerging developments in CLD, youth and children’s work locally and nationally.
Excellent understanding of the impact of poverty and diversity and the ability to develop stigma-free, targeted responses.
Commitment to social justice, equalities, diversity and inclusion.
Ability to manage competing priorities.
Ability to develop and co-ordinate a range of locally delivered citywide initiatives and programmes relating to Youth Work.
Creative and flexible within a framework.
Understanding of and willing to take appropriate decisions and/or when to refer to managers/senior leaders.
Competence with ICT office packages.
Budget management skills.
Ability to identify opportunities for service improvements.
Ability to implement and monitor agreed service performance measures, achievement of targets (including income) and maintenance of quality standards.
The Individual
Broad understanding of current developments in local government, CLD, youth work and education.
Experience of implementing citywide policy and associated programmes in Youth Work.
Experience of advising decision makers such as senior managers, partners, external funders and key stakeholders on CLD/youth and children’s work.
Experience of working in effective collaboration with a range of colleagues, partners and networks, both internal and external.
Experience of working in communities (geographically and/or of interest) and developing Rights-based and learner-led approaches.
Experience of youth consultation and participation.
Experience of delivering accredited and/or non-accredited awards and opportunities for children and young people.
Experience of evaluating learning.
Experience of applying HR, procurement and risk assessment management and other relevant processes
