Job Description:
CareTech Fostering Division is looking for an experienced, enthusiastic, and proactive individual to join us as Head of Recruitment (Fostering). In this role, you’ll drive the growth of fostering households across our division while working closely with leadership and regional teams to achieve business objectives and targets. You’ll lead and support a dedicated multi-disciplinary team responsible for the recruitment, assessment, and approval of foster carers.
Your responsibilities will span the full recruitment and assessment process, and you will be overseeing the performance of our Panel Managers to ensure targets are met while maintaining compliance with regulatory and contractual requirements.
Key Responsibilities:
1. Lead recruitment efforts for foster carers across the division, ensuring compliance with Fostering Regulations and related legislation.
2. Support Recruitment Officers, Assessment Managers, and Panel Managers in delivering high-quality recruitment, assessment, and approval processes.
3. Develop and implement a targeted Marketing and Recruitment Strategy to attract fostering households that meet the needs of children referred by local authorities.
4. Ensure assessments are completed within target timescales and provide clear expectations to Recruitment Staff.
5. Manage and support Panel Managers, improving performance and skills through training and regular communication.
6. Oversee administrative processes and IT systems to ensure smooth and efficient recruitment operations.
7. Work closely with Business Development and Referrals teams to meet the recruitment needs of local authorities and stimulate placement referrals.
8. Ensure compliance with data protection, health and safety legislation, and internal policies and procedures.

Person Specification:
* Qualified Social Worker with at least 5 years’ experience at senior management level, including 12–18 months in a similar role.
* Proven leadership skills, with the ability to motivate and manage a team.
* Strong communication skills and the ability to engage with stakeholders at all levels.
* Ability to multi-task, prioritise, and work in a fast-paced environment.
* Proficiency in Microsoft Word, Excel, and Outlook.
* Knowledge of fostering services and experience in managing recruitment teams.
* Background in business development, sales, or marketing.
* Experience with Management Information Systems (e.g. Microsoft Dynamics CRM, CHARMS).
