An exciting opportunity has arisen for a Pre-Construction Project Manager to join our Sizewell C team. To be considered, you will come from a Civil Engineering background.
The Pre-Construction Project Manager will be responsible for Technical, Design and Buildability input into bids and pre-construction phase ensuring client requirements are fully addressed and represented in our offering whilst ensuring best value and engineered to meet client budget constraints and commercial delivery strategy.
As the Pre-Construction Project Manager you will read the Tender Documents to fully understand the tender requirements and collate Tender Queries from the bid team, raise with client and maintain register ensuring responses are incorporated into our offering. Agree with the Proposals Manager the technical deliverables for the submission and assign owners (to be monitored by Proposals manager). You will be required to produce tender period programme for complex tenders/PCSAs and ECI.
Key Accountabilities
* Examine Tender documentation and explore alternative design, specification and methodology.
* Arrange for Risk, Opportunities and Value Engineering workshop to be held, ensuring appropriate persons are in attendance and record outcomes on a register for submission or internal consideration.
* Attend mid/post tender client meetings when required and prepare presentations to convey our offering.
* Liaise with construction staff regarding similar schemes previously carried out or in progress to provide feedback into the bid.
* Manage the development and implementation of design proposals ensuring they meet customer requirements including budget and time constraints.
* Review key packages with the estimator and Supplier to ensure compliance with works information and review alternative designs/specifications offered.
* Manage and ensure effective briefing of the Design Team and any 3rd parties or novated design teams to meet all customer specifications.
* Lead the development and management of the pre-construction and construction design deliverables programme.
* During ECI/PCSA stage, lead the coordination and production of design data, project deliverables, reports and documentation essential to the project and contractual requirements.
* Produce method-related temporary works schedule in conjunction with Planner and Estimator to ensure appropriate allowances are included in the bid.
* Produce Technical supporting information required by the tender (e.g., Contractors Proposals, Risk register, Methodology, etc.).
* Act as business lead throughout the tender period and through post tender negotiations.
* Act as Business lead through PCSA/ECI phase, working closely with the delivery team.
* Provide phased handover to Delivery Team (Implementation).
* Undertake or arrange for the production of a Conditions of Contract review and summarise key concerns with the proposed contract.
* Lead/Contribute to the development of systems and processes to improve and streamline the pre-construction function.
* Proactively develop and maintain good relationships with the supply chain, consultants and customers.
Experience/Knowledge
* Held a similar position previously.
* Previous experience of managing bidding processes within the Construction industry.
* Proven track record of leading bids for or on behalf of private and public clients.
* In-depth knowledge of best practice solutions and optimisation of innovative ideas.
* Extensive working knowledge of pricing and quantification methods.
* Experience of leading a team within the Construction Industry.
Qualifications
* Membership of a relevant professional body and/or relevant professional qualification, such as RICS/CIOB/RIBA/ICE/CIBSE is desirable.
