Communications and working relationships To provide and receive highly complex, sensitive and contentious information To present complex, sensitive or contentious information/presentations to large groups To persuade senior/executive management boards and senior management of the importance of the programmes To negotiate priorities on digital and clinical developments with non-technical managers being able to communicate and present a range of digital issues and concepts which can be complex and multi-stranded Be an escalation point for project staff within the programmes Planning and organisation Plan, organise and deliver a broad range of complex activities that make up the programmes which impact across all clinical areas of the Trust To set up the Programme/Project Governance and associated stakeholder management and communication plans Plan and monitor the overall progress of assigned programmes and projects Manage and mentor staff assigned to programmes teams as appropriate Manage and/or co-operate with third party elements of programmes and projects as appropriate (e.g. vendor, IT suppliers) Manage dependencies and interfaces between programmes and projects Manage programme and project stakeholders Report regularly on programme/project progress and issues to the relevant Programme Leads, Chief Information Officer (CIO) and EPR Programme Board Design and apply agreed standards of programme and project management tools and techniques; this will be in liaison with the key system supplier Develop and manage programme documentation using industry standard tools Maintain comprehensive records for audit (and legal) purposes and have all programme data available to retrieve quickly and reliably Ensure each programme/project produces a result that is capable of achieving the benefits defined in the business case Work flexibly to meet the requirements of the programmes to ensure success including out of office hours or additional hours to meet deadlines as required To act as an ambassador for the Trusts EPR Programme at all times Analytical and judgement Interpret, analyse and compare ranges of highly complex facts or options Make judgements, decisions and offer strategic guidance on a range of complex issues where there may be more than one course of action Initiate appropriate action plans and gain agreement across the programme/project structure to ensure that delivery plans are met Understand and manage the complex interrelationships that exist in a strategic multi-dimensional programme ensuring that timescales, budgets and deliverables are not compromised Monitor progress watching for any deviations from programme project plans and taking corrective action where necessary Resolve any issues and instigate corrective action as appropriate (issues management and analysis) Identify, record, regularly review and manage programme and project risks Risk assessment of programmes and subsequent management to ensure successful completion Policy and service development Ensure the delivery of new products and/or services from projects is to the appropriate level of quality, on time and within budget, according to the programme plan Responsible for the interpretation, development and implementation of national and local policies, procedures and standards within the workstream/sto ensure a high level of quality and integrity of service delivery for organisational wide programmes / projects Responsibility for finance, equipment and other resources Monitor expenditure and costs against deliverables of the assigned programmes Monitor expenditure within budget framework and programme / project timescales Match resources to activities and schedule building works, procurement and finance in accordance with plans Manage programme / project budgets on behalf of the relevant Programme Lead The authorised budget holder for a dedicated workstream/s from the Programme. Responsible for the ongoing procurement of multiple systems and assets to be included within the scope of the EPR Programme, for example, the purchase of end user devices and 3rd party IT systems. Responsibility for supervision, leadership and management Supervise and coordinate the work of teams related to each programme and project Promote and motivate effective working with all members of multidisciplinary teams Identify and work with all appropriate staff across organisational boundaries Empower and support all staff to ensure their contribution is valued Develop and maintain a confident working relationship with supplier organisations (vendor and IT suppliers) Develop and maintain a confident working relationship with the EPR Programme account managers Day to day management responsibility for delivery of all tasks set out in the EPR Programme Provide line management and professional supervision of programme and project support staff within the responsible workstream/s of the EPR programme Produce detailed resource plans for the delivery of the EPR Programme Liaison with key third-party suppliers (vendor and IT suppliers) on resourcing requirements for programme delivery Escalation of unresolved resourcing issues to the EPR Programme Board, providing creative and practical solutions to the Board to aid their decision making Quality assurance Overall responsibility for programme control and any required configuration management Define, agree and document the technical and quality strategy for the programmes(s) Ensure programme, procedures and standards are met and take responsibility for the quality assurance sign-off of programme deliverables Manage programme risks, including the development of contingency plans Agree the technical and quality strategy Information technology and administrative duties Use professional skills to apply a robust methodology to manage the assigned programmes, with autonomy Oversee and manage the data and information gathering process to initiate and monitor programmes and their component projects including producing and regularly updating programme plans Provide Checkpoint, Highlight Reports, Exception reports and quality assessments to the Programme Boards and other relevant committees All staff have a responsibility for data quality and for ensuring all data, both written and electronic, is recorded accurately and in a timely manner Responsibility and accountability High level of professional autonomy to achieve programme aims Ensure that security and confidentiality is maintained at all times within the programme delivery Ensure maximum security and integrity of data across network and take appropriate action when required There may be a requirement to work occasional evenings and weekends to meet deadlines and also to support the go-live period Research and development Undertake complex audit(s) or survey(s) relating to the EPR Programme as required Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information
