This pivotal role offers you the opportunity to significantly impact the financial wellbeing of people across the UK by leading the development and management of grant programmes. Role Overview The Grants Programme Procurement Lead will report directly to the Service Development Lead. In this role, you will be responsible for:Lead the pre-market engagement process, gathering and analysing market insights to inform grant-making strategies. Design and own the grant funding model, including the competitive application process and related documentation. Produce all grant-related documentation, advising on schedules, KPIs, and payment mechanisms. Support the Commissioning Lead in developing business cases in alignment with MaPS policies and ensuring adherence to governance standards. Design and implement a competitive application process that meets the Functional Standard for Grants and associated requirements. Manage the advertising and communication planning timelines in collaboration with the Communications Lead. Develop and oversee an end-to-end application assessment process, working with a panel of assessors and facilitating innovative application development activities. Support the mobilisation of new services and manage service transfers. Collaborate with central government colleagues within the Government Grant Management Function (GGMF) and the Complex Grants Advice Panel (CGAP). Build and maintain relationships with key stakeholders, influencing and supporting decision-makers. Work closely with a multidisciplinary team to resolve issues and integrate expertise throughout the development process. Ensure compliance with grant reporting requirements and act as a grant champion within the organisation. Skills and Experience Required To excel in this role, you will need to demonstrate: Proven experience in grant-making, ideally within the public sector, covering the full lifecycle of grants. Strong commercial awareness with an understanding of procurement within government settings. Demonstrable ability to work independently and deliver results. Extensive experience in leading stakeholder engagement and influencing senior external stakeholders. Excellent communication skills, capable of clearly articulating complex issues. Ability to identify and manage risks and issues, developing appropriate solutions. Desirable: Knowledge of central government grant-making standards and governance. Familiarity with the Third Sector, particularly community-based public or charitable services. Understanding of the debt advice sector. Experience in Fraud Risk Assessment. Grants Licence to Practice Flexible Working At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per week. Hybrid working is a voluntary, non-contractual arrangement and our headquarters in Bedford will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered.
