PROGRAMME OVERVIEW Green Accelerator Skills Programme (GRASP)supported by the PEACEPLUS Programme, managed by the Special EU Programmes Body (SEUPB). There is a significant Green Skills deficit in the combined cross-border Construction Sector. This is contributing to considerable underachievement of environmental targets and increased levels of public expenditure. There is an urgent need to accelerate the decarbonisation of residential & public buildings, which in NI, contribute to 16% of local CO2 emissions, the highest in the UK. In Ireland, this figure is 10% & growing. GRASP will address the Green Skills deficit required to enable achievement of Programme area net zero CO2 emission targets (2030 & 2050). GRASP (Green Accelerator Skills Programme) will enable 8 further education & training (FET) institutions in the Irish Central Border Area Network (ICBAN) area, to collaborate with Construction Sector partners to develop a suite of Green Skills qualifications designed to meet increasing demand. Green Skills are those required to construct /retrofit buildings to near zero energy standards. GRASP will be led by South West College will partner with: Southern Regional College; North West Regional College; Mayo Sligo Leitrim Education & Training Board, Cavan Monaghan Education &Training Board; Donegal Education & Training Board in NI; & MSLETB; CMETB; DETB; ATUL; & FC in Ireland. It will be evaluated by ICBAN, whose membership includes 9 councils. The partners have identified 50 Green Skills Programmes of Study aligned with specific Construction Sector needs, as confirmed through targeted consultation with public & private developers. These span areas including: (i) domestic retrofit; (ii) NZEB tradesperson & site supervision; (iii) PassivHaus design; (iv) photovoltaic systems management; (v) environmental auditing; & (vi) digital construction technology. In addition, GRASP will include two Green Skills Academies: (i) Women into Construction; & (ii) Labour Activation. GRASP will also encompass cross-cutting activities: (i) activities designed to promote Green apprenticeships and develop joint awards; (ii) development & delivery of a residential carbon literacy programme; & (iii) a schools outreach programme designed to raise awareness of Green Skills employment opportunities. GRASP will result in a collaborative & consistent approach to Green Skills development & delivery across 9 counties in the Programme area: Armagh; Cavan; Derry-Londonderry; Donegal; Fermanagh; Monaghan; Leitrim; Tyrone; & Sligo. This will result in the development of a Construction Sector workforce, which is adaptable & knowledgeable in sustainable practices. As such, GRASP will increase regulatory compliance & profitability, whilst creating a more environmentally sustainable Programme area. OUTPUTS GRASP will result in one jointly developed Green Skills Training Strategy and Action Plan designed to result in 2,000 participations in joint training schemes Job Title: GRASP: Project Development and Delivery Manager Responsible to: Head of Business Development Job Purpose: The GRASP Programme Development and Delivery Manager will manage & oversee all aspects of GRASP, ensuring all staff are equipped for successful delivery & overall targets are met. Will coordinate all financial & administrative requirements, including the submission of quarterly progress reports & financial claims. Will be responsible for co-ordinating output from partners and establishing & managing the Stakeholder Advisory Committee. Location: Campus location Technology and Skills Centre Enniskillen but travel to other campus sites may be required. (Dependant on future developments, the College may reserve the right to relocate staff to other Campuses of South West College). Key Responsibilities: To develop and lead the implementation of an operational plan providing for the efficient and effective discharge of the GRASP programme across the contract area (Fermanagh, Tyrone, Armagh, Derry-Londonderry, Donegal, Sligo, Leitrim, Cavan and Monaghan) ensuring the programme aims, objectives and KPIs are met. To lead the development and implementation, in conjunction with partners, of a recruitment and marketing strategy to attract 2,000 participants across the four years of operation, ensuring stakeholders and potential participants are made aware of the opportunities available through the GRASP programme. Build and maintain productive relationships with senior staff in partner organisations to ensure effective and efficient delivery of the GRASP programme and achievement of programme KPIs. To co-ordinate the activity of the 28 staff across the NINE partners (line managing five of the nine SWC staff) in the design, development and delivery of provision and services which are aligned with the programme outcome areas supporting the development of Green Skills. Liaise with senior academic staff across within South West College and across partner organisations to agree an annual GRASP course offer which is aligned with the programme targets and within agreed budgetary expenditure. Liaise with senior academic staff across the partners to agree delivery arrangements for the Green Skills and Woman into Construction Academy provision and with Futurecast Development Officer to arrange the Green Skills Master Classes. Management the procurement and coordination services and materials including specialist marketing and web site development external support to ensure effective and impactful project branding and communications ensuring compliance with College procurement policy. Act as secretary to the GRASP Programme Board and Level Five Qualification in Business / Finance / Administration or relevant area. Develop, in conjunction with programme Administrative Officer a Programme Tracking Database / Management Information System (MIS). Design and embed an operating model for the programme that incorporates the nine partners South West College, Donegal ETB, Mayo Sligo Leitrim ETB, Cavan Monaghan ETB, Atlantic Technical University, North West Regional College, Southern Regional College, ICBAN and Futurecast. (with their defined specialisms) to deliver the agreed outcomes. 11.Manage the range of functions provided by partners; programme coordination, finance, recruitment & marketing, delivery and monitoring & evaluation (to achieve KPIs within budget and on time). Develop, implement and manage financial procedures, in collaboration with college finance team, to ensure the budget of €9.8m euro is effectively managed to maximise impact whilst ensuring college and funders financial procedures are adhered to. To engage with stakeholders to leverage additional support for projects exiting GRASP programme, to include progression onto additional College programmes. Drive service innovation across the programme, supporting all partners to identify and adopt new models of programme delivery that will enhance provision and improve outcomes. Act as primary point of contact and manage the relationship between programme funders (SEUPB) and the Accountable Departments, facilitating audit requests and providing financial data and progress reports. To monitor expenditure across all components of the programme, ensuring compliance with budget and where necessary re-profiling expenditure to support the achievement of programme targets and maximise funding drawdown. To present a range of budgetary reports for management, steering committee and programme funders, qualifying expenditure across budget headings. To lead performance management across the partnership embedding reporting system which generates benchmarking data against all programme KPIs and co-ordinate reporting across the contract area to produce weekly performance reports by region. Developing a culture of achievement and service improvement. 19.To develop, implement and monitor operational and administrative policies and procedures ensuring compliance with programme guidelines. To identify and cultivate any potential opportunities for partnership working which will further the aims and objectives of the GRASP programme. To lead and co-ordinate on-going CPD for GRASP staff across the contract area to include the delivery of induction and periodic development workshops. To lead the integration Quality Management Systems into GRASP ensuring that a culture of continuous improvement is fully embedded. To attend internal and external meetings to promote College provision and services. To provide leadership and guidance to the Team and take responsibility for the Health, Safety and Welfare of the Team during all parts of the programme, including the supervision of the team at all times which includes a residential experience. Plan and carry out regular individual and team reviews incorporating the development of action plans.
