Leeds Building Services (LBS) is the in-house service provider for construction, repairs and maintenance works across the Council. The service currently delivers Responsive Repairs, Maintenance and Planned Works to Council Houses across various parts of the City and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centres and Children’s Homes across the Authority.
As a Health & Safety Officer you will:
* Assist the Health and Safety Manager in ensuring that all operatives - both direct and indirect labour undertake work in a safe and competent manner.
* Undertake health and safety compliance inspections on direct labour operatives, agency staff and sub-contractors.
* Liaise with operational teams to ensure that all sites, works and offices are managed consistently and in the appropriate manner in relation to H&S.
* Document and maintain records of all health and safety compliance inspections undertaken.
* Where applicable, instigate corrective action procedures and track to full resolution of issues highlighted.

Job Description
Job Purpose: Assist the Health and Safety Team Manager in supporting the business in meeting compliance with all statutory and legislative Health and Safety requirements and Approved Codes of Practice and compliance with the relevant underpinning Council Policies. You will undertake health and safety inspections on direct labour, agency staff and contractors ensuring that LBS comply with legal duties. You will assist the Health and Safety Team Manager in providing health and safety advice to operational teams on a day-to-day basis across all sections.
Responsibilities

* Undertake preparation and review of construction phase plans.
* Communicate and provide information by relevant methods internally and externally to assist and enable organisational operations and delivery of effective services.
* Lead on the development of Risk Assessments, Method Statements and Safe Systems of Work to ensure they meet legislative requirements.
* Support on employee inductions.
* Support in the delivery of Technical Toolbox Talks.
* Be flexible and adaptable to change to assist other services as required commensurate to grade.
* Participate in appraisal, training and development activities as necessary to ensure up-to-date knowledge and skills.
* Improve own practice through observation, evaluation, discussion with colleagues and development programmes.
* Work collaboratively with colleagues, knowing when to seek help and advice.
* Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.
* Be aware of and comply with Leeds City Council policies and procedures e.g. child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person.

Qualifications:
* NEBOSH General Certificate or NEBOSH Construction Certificate, NCRQ or NVQ Level 3 or willing to achieve within 12 months.
* A full driving license is required for this role.

* Expert knowledge of health and safety.
* Sound understanding of H&S legislation and requirements in a construction environment.
* A sound understanding of social housing and government policy including current issues affecting the sector.
* Ensure legislative knowledge and practice is kept up to date in line with regulatory changes and appropriate training is undertaken where required.
* Knowledge of other software integrated Computing skills & experience.
* Good knowledge of the construction industry and LBS role within the Council.
* An awareness of Asbestos related issues and responsibilities.
* An understanding of the Council values and a commitment to embed them into ways of working.
* An understanding of the role of Elected Members within the Council and the community.
* Experience of working in a health and safety environment.
* Experience of producing RAMS.
* Experience of auditing against legislation or standards.
* Experience of RIDDOR regulations and reporting.
* Experience of working in partnership with other agencies.
