JOB DESCRIPTION Job Title: Building Control Surveyor Directorate: Environment, however, may be required to work in any Directorate across the Council Department: Regulatory Services, however, may be required to work in any department across the Council Location: Environmental Resource Centre, Balloo, (but will be required to work throughout the Borough) Responsible to: Senior Building Control Surveyor Salary Scale: P01 SCP 29 - 32 Car User Status: Essential PURPOSE AND FUNCTION OF THE POST To promote and apply the Building Regulations and allied legislation. To provide a point of contact where clients can obtain an authoritative, independent, accurate service across the wide range of technical matters on which modern construction is founded. PRINCIPAL DUTIES AND RESPONSIBILITES To advise building designers, builders and the public prior to and following application. To assess plans submitted for approval under the Building Regulations and all other relevant legislation. To verify Building Control fees to ensure adequacy, and validation of the same under the Building Regulations (Prescribed Fees) legislation. To inspect works in progress on site, and provide technical assistance to contractors and designers, including advice concerning compliance. To issue Completion Certificates and Fire Safety Certificates following final inspection. To assess and inspect Building Notice works on site and to provide guidance in respect of ensuring compliance with the Building Regulations and all other relevant legislation. To deal sensitively with applicants applying for the regularisation of unauthorised works. Set out clearly the standards and regulatory requirements to allow the applicant to demonstrate how the works comply. To assess, inspect and instigate enforcement action regarding unauthorised works on site in respect of work that comes to the Councils attention, other than by way of application. To accurately record all site inspections, and ensure that paper/computer files are maintained and updated. To carry out investigations on contraventions and unauthorised works, record and prepare reports. To prepare reports and evidence and attend court proceedings, as necessary. To carry out, when required, inspections relating to dangerous structures, to enable the serving of a notice, and ensure remedial works are satisfactorily completed. To assist with training and mentoring of staff and or students as required. To keep abreast of developments within the industry both legislatively and technologically. Maintain a level of CPD and personal development as set out by the council or other bodies to ensure competency. Attend training events and workshops as required. To comply with and promote equality, health and safety in accordance with Council Policies and legal requirement. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. QUALIFICATIONS ESSENTIAL A Bachelors degree or equivalent in an appropriate building related discipline such as architecture, building, civil/ structural engineering OR Full Corporate Membership of an appropriate building related professional institution or association, such as RIBA, CABE, RICS, MICE, CIOB, MIStructE or MIMunE DESIRABLE Preference may be given to applicants who possess additional qualifications and/or relevant experience EXPERIENCE ESSENTIAL A minimum of 3 years post qualification experience, coupled with experience in working with Building Regulations A sound knowledge of advanced principles of building construction and current building techniques; their practical application, and the ability to interpret working drawings and specifications The expertise to ensure that building and associated works are constructed in accordance with Building Regulations KEY SKILLS AND ABILITIES ESSENTIAL Advanced oral and written communication skills A high level of computer literacy and application The ability to work effectively in a team alone and unsupervised, or as a team leader in designated projects The ability to develop structural and fire safety skills The ability to acquire an intimate knowledge of Building Regulations, Technical Booklets, and all associated British Standards, Codes of Practice and other associated legislation The ability to prepare and compile reports and to keep accurate records OTHER REQUIREMENTS ESSENTIAL A valid driving licence with access to a form of transport that will allow fulfilment of the duties of the post or have access to a suitable form of transport which will enable the post holder to meet the requirements of the post The above alternative (access to a suitable form of transport), is a reasonable adjustment specifically for applicants with disabilities, who as a result of their disability, are unable to hold a valid driving licence.
