Senior Commissioning Officer Fixed Term Contract/ Secondment 2 years Grade 5 - £41,511 - £49,764 Consultation grade - subject to formal evaluation under the Pay Equity Review Working 36.5 hours per week Two exciting opportunities have arisen to join our Commissioning team which is focused on delivering good quality regulated care provision to the citizens of Birmingham. Birmingham is keen to develop the regulated market in Birmingham and improve the outcomes for the citizens of Birmingham. The Integrated Quality Assurance Framework (IQAF) for Regulated Adult Social care has been developed to ensure a coordinated and consistent approach to the quality assurance of regulated adult social care provision across the Local Authority and the NHS. These exciting 2-year fixed term contracts have a clear focus on developing a quality assurance framework for us to ensure we are meeting the needs of citizens with a learning Disability and or Autism (LDA). The second post will have a focus on Mental Health (MH). Successful candidates in these rewarding roles will need to lead on implementing the below in an environment that is fast paced, busy, and sometimes challenging Ensure appropriate expertise is available to quality assure provision of those providers who support citizens with more complex mental health or learning disabilities. To ensure that we are able to offer assurance of practice on the ground within all care provisions for LDA and MH. To review the structures of our quality teams in light of the Integrated Quality Assurance Framework, emerging work around joint commissioning and wider development of the ICS and ICB. Allow us to clarify the scope and needs for such expertise within our quality teams in future and how this will interface with existing and emerging teams – particularly as we move towards more Provider Collaboratives across the system. Allow us to understand which care provision is genuinely providing more specialist LDA and MH provision. Improve assurance for the ICB in relation to domiciliary care provision – in particular focussing on those providers supporting citizens with delegated clinical care and support and also the large number of providers commissioned currently by the ICB but not by the Local Authority. Allow us to develop an integrated approach to LDA and MH quality standards and provide expertise to develop this approach. Allow us to upskill existing quality assurance teams and care providers to reduce reliance on specialists in future. Support with the market development and management within the LDA and MH regulated market within Birmingham Support of the development of an appropriate housing offer for citizens with LDA or MH within the provider market. Support the development of how we capture the views of experts by experience within our Quality assurance approach.
