Critical Care, Trauma and Emergency Medicine: Associate Clinical Lead(with a specific interest in Emergency Medicine)
Main duties of the job
The Associate Network Clinical Lead, in partnership with the Clinical Lead and the Network Manager, will ensure the Network undertakes its purpose to:
* Act as the system custodians for a major condition, category of service type or target population segment
* Provide national direction on how best to organise, deploy and develop resources
* Determine and promulgate ways to secure improved outcomes by using evidence-based approaches to delivery
* Employ the tools and approach to service design of value-based healthcare
This will be delivered through:
* Identifying opportunities for improvement and providing targeted leadership and advice, supporting NHS Wales in delivery of strategy with a focus on prevention, diagnosing earlier, access to timely and effective care, and supporting patients, all underpinned by high quality information and research
* Understanding the difference in performance of services in Wales across the whole patient pathway
* Supporting information and intelligence, driving improvement in performance and patient outcomes in Wales
* Advising on the configuration of services in Wales
* Enabling and promoting clinical and patient/carer engagement to inform best practice and transformational change
* Providing a peer approach to improving services
* Providing advice to the NHS Executive and Welsh Government on current and emerging best practice in patient care and support
About us
The NHS Executive works in partnership for and on behalf of Welsh Government, in and with the NHS in Wales and is hosted by Public Health Wales.
Our key purpose is to drive improvements in the quality and safety of care - resulting in better and more equitable outcomes, access and patient experience, reduced variation, and improvements in population health.
We do this by providing strong leadership and strategic direction - enabling, supporting, and directing NHS Wales to transform clinical services in line with national priorities and standards.
Job responsibilities
In addition to these Network-specific roles, the National Clinical Lead will contribute to the broader clinical work of the NHS Executive, providing advice and support to the Directorates within the NHS Executive.
This will be a high profile role, and the National Clinical Lead will be expected to model the values and behaviours expected in a collaborative and supportive organisation. The nature of stakeholder relationships with the wider system, and especially with Health Board colleagues will require excellent communication and influencing skills, as well as an ability to challenge respectfully where required.
The expectation is of providing leadership of the Network, enabling colleagues to face the significant challenges constructively and pragmatically. The Networks are not lobbying organisations, and it is important that they are led in a way that enables them to understand the broader context across the system.
National Clinical Leads will need to be credible, leading a complex range of issues across professions. They do not need to be subject matter experts but will need to demonstrate they have experience of leading system and organisational/service change. Working in close partnership with a managerial lead they will need to communicate clearly and effectively with a diverse range of stakeholders ranging from very senior government officials, NHS Wales leadership community, NHS staff and wider stakeholders including third sector organisations.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and Knowledge
Essential
* Full appropriate professional registration.
* An in-depth knowledge and understanding of appropriate national guidance and best practice.
* Good understanding of the principles of clinical governance.
* High level of understanding of Value Based Health/Prudent Healthcare principles.
Desirable
* Post graduate qualification in medical/clinical education.
Experience
Essential
* Currently working as a senior clinician in a discipline relevant to the scope of the network.
* Demonstrable experience of leading a service and effecting change.
* Ability to chair high level, multi-professional meetings.
Desirable
* Leading and delivering significant clinical changes.
* Working with key stakeholders e.g., NHS Wales, Welsh Government.
* Presenting at national and international conferences.
* Research experience.
* Experience as a clinical tutor or lecturer at post-graduate level.
