Description Job Description Are you interested in a varied role that involves engaging with a range of internal and external stakeholders? The Emergency Preparedness, Resilience and Response Division (EPRR) is a key Division within the Directorate for the Chief Operating Officer Directorate. The Delivery and Assurance Unit is one half of the EPRR Division. The unit is responsible for management of SAS SORT capabilities; major event healthcare planning programme; resilience planning and preparedness across NHS Scotland. In addition, the unit leads and coordinates the emergency response framework for DG HSC. You will work in a complex, dynamic environment and be responsible for advising on matters of preparedness and resilience through engagement with internal and external stakeholders. You should therefore be able to interpret the complexities and interdependencies of the health system, as well as recognise and manage the emotional and stress management challenges integral to delivering this role as an individual and in supporting others. You will also oversee management, training and staffing of the 24/7 emergency on-call rota. You may be called upon to support the team in the event of staff sickness, ongoing incidents, etc. Responsibilities National Planning and Preparedness: Implementation and ongoing improvement of Organisational Resilience Standards for Health Boards in Scotland. Develop and maintain National Incident Management framework and lead the delivery of NHS Scotland Major Incidents with Mass Casualties (MIMC) National Plan. This will include a review/re-write in line with Exercise SAFE HANDS recommendations. Support National Planning (specific to Civil Contingencies responsibilities) for major events, e.g. Commonwealth Games. Divisional Responsible Officer (DRO) for CONTEST Prevent workstream. Sponsorship of Scottish Ambulance Service ‘Special Operations Response Teams’ (SORT). Responsible for assessing recommendations from Public Inquiries and significant reviews in relation to Civil Contingencies for NHS Scotland, e.g. Manchester Arena Inquiry. Liaison and relationship management with key organisations including UK government departments; devolved administrations and CCA Category 1 responders in Scotland on civil contingency matters. Responsible for line management of two senior policy managers. Supporting Divisional business, financial, strategic, risk, and communication planning and deputise for the Unit Head as necessary. Responsibilities Success Profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on. Experience 1. Experience of governance, reporting and monitoring and assurance procedures 2. A good working knowledge of NHS Scotland and multi-agency response in Scotland, and experience of working with Director / executive leadership personnel.
