The Up Center is the oldest and largest child and Family Services agency in Hampton Roads and has been part of our community since 1883. As one of the largest non-profit providers of evidence-based mental health services in our region we provide personal and innovative services to approximately 10,000 children and adults each year. The Up Center is looking for an A-CRA (Adolescent-Community Reinforcement Approach) Supervisor with experience in the fields of juvenile justice, substance use and mental health to lead and oversee the delivery of a OJJDP grant-funded Opioid Affected Youth Program. The A-CRA Supervisor will implement substance use treatment efforts with a focus on youth impacted by opioids and other substance use disorders and the juvenile justice system. The position requires oversight, development and implementation of these services in the South Hampton Roads area. This position requires a person who is outgoing, utilizes a growth mindset and has a passion for working in the area of addiction and recovery using holistic, evidence-based treatment approaches, that acknowledge the impact of mental health on substance use. The position involves multiple office and community- based duties across The Up Center's office locations. These duties include program development and management, evidence-based clinical training, staff development and building effective stakeholder and community partner relationships, resulting in responsive and effective treatment services for adolescents and families in our community. Responsibilities: Under the general direction of the Substance Use Treatment Program Manager, the A-CRA Supervisor will coordinate project planning and program implementation. Responsible for administrative oversight of the OJJDP: Opioid Affected Youth grant. This includes but is not limited to: Ensuring adherence to the A-CRA model and service development and delivery aligning with The Up Center’s Strategic Plan, to act as a community champion, ensure culture and capacity for sustainability and impact, and use our competencies in the most effective way. ln conjunction with the Substance Use Treatment Program Manager oversee delivery of program as outlined in OJJDP: Opioid Affected Youth grant. including but not limited to program design, program philosophy, service components, delivery structure, treatment modalities and adjunctive services. Develop and execute staff recruitment, and evidence based clinical training using the A-CRA Model and trauma informed care best practices. Develop plans for teambuilding and on-going professional development; work collaboratively with staff to develop individual performance plans and completing staff annual evaluations. Completing 21 hours of A-CRA model implementation training and 12 consultation calls along with video-taping submissions as required by model. Implementing comprehensive marketing plan to ensure community access to the program while analyzing community data to reach community stakeholders and participants. Working collaboratively with the agency's Chief Financial Officer(CFO) to maintain effective billing and submission of quarterly and final financial reports in adherence to grant guidelines along with working with the agency’s Grant Manager in order to ensure compliance with submission of semi-annual progress reports, final progress reports. ln conjunction with the SUD Program Manager, responsible for collecting and submitting regular performance data that demonstrates the results of the work carried out under the grant, organizing, writing and submitting semi-annual performance metrics through OJJDPs online Performance Measurement Tools as well as qualitative and quantitative grant reports in compliance with internal agency and OJJDP requirements. Securing all required licenses, credentialing or certifications for treatment program services. Developing operational and programmatic processes and benchmarks that align with evidenced based A-CRA Model to include eligibility and outreach, intake, assessment, enrollment, transition and/or discharge for treatment service. ln conjunction with The Up Center’s Counseling Services participate in the Continuous Quality improvement (CQI)process. Ensure ongoing communication and coordination with team members, partner agencies and community stakeholders through program start up and throughout service delivery. Ensuring treatment services adhere to the fidelity of the A-CRA Model and reflect best practices that are trauma informed and adaptable to meet the presenting needs of the community that we work with. Tracking the day-to-day activities required to ensure program tasks are completed on time, successfully, and in a manner consistent with the A-CRA Model, program goals, departmental policies, and grantor's terms and conditions. Providing documented supervision on a regular basis for the A-CRA Clinicians which includes support with oversight with direct service areas such as the structure and delivery of services outlined in the OJJDP: Opioid Affected Youth grant and A-CRA model including conducting supervision sessions, listening to and reviewing clinicians' clinical sessions, and training new clinicians. Staying current on the A-CRA model as well as emerging and best-practice substance use treatment research, programs and interventions. Performs other duties as assigned. Skills: Knowledge of applicable policies and practices regarding Substance Use Disorder Treatment Experience with program development and budget management Demonstrated knowledge of trauma-informed and best practice concepts and practices regarding holistic substance use treatment, recovery and wellness Supervisory experience that included administrative and clinical duties and providing clinical supervision regarding substance use treatment with adolescents and families. Demonstrated knowledge and experience in collecting and analyzing program data to inform and improve service delivery. Experience in organizing and writing qualitative and quantitative grant reports Proficient in using EHR's and other software applications Effective written and verbal communication skills with strong presentation skills Orientation to detail with good organizational abilities Strong leadership and conflict-resolution skills Qualifications: Preferred Virginia Licensed Substance Abuse Treatment Practitioner or Certified Substance Abuse Counselor with at least 2 years post-certification experience. Preferred experience across a range of substance use treatment modalities including adolescents and/or families. Preferred experience treating co-morbid needs (e.g.,SUD, depression, anxiety), with evidence-based treatments. Demonstrated ability to successfully build and lead a team. Demonstrated proficient computer skills and command of Word and Excel. Must have a valid driver's license and meet background check requirements. Must have and maintain a working cell phone.
