We are looking for a creative, collaborative, clear thinker who can lead our community involvement work. We want to sustain and develop our relationships with people, communities and the VCSE. We are looking for someone who can bring expertise and experience of working with diverse groups of people and who can support robust evaluation of health and care work.
Main duties of the job
The appointed individual will work with the Director for Community Involvement and Workforce Innovation, and HIOTV programmes, to develop and deliver:
1. Community involvement: advice, design and delivery of community involvement activities such as:
• Developing ongoing, reciprocal relationships with local community and patient groups
• Supporting and developing our network of existing public partners
• Exploring new funding opportunities
2. Evaluation: advice, design and delivery of evaluation activities such as:
• Designing and running focus groups and surveys
• Identifying and defining data requirements, data collection and analysis
• Presenting findings of evaluations
The post holder will be responsible for the full programme life cycle including effective scoping, planning and delivery of projects to time, budget and quality expectations.

Detailed job description and main responsibilities
Programme development and sustainability
• Further develop and deliver a sustainable community involvement programme in HIOTV drawing on the skills, opportunities and support from the other HIN programmes and themes – e.g., working with industry with the support of Patient Safety and Clinical Improvement, Strategic Industry Partnerships and with Clinical Innovation Adoption programmes of HIOTV
• Identify interdependencies with other internal and external programmes and develop collaborative working
• Connect with other HINs to identify and exploit innovation and improvement from other regions that can be applied locally
• Report and articulate HIOTV’s contribution to patient experience from all the programmes
• Work with research groups (e.g., Applied Research Collaborative) to develop opportunities to translate research in to practice at scale in the region to deliver improvement.
• Secure funding for proposed transformation projects
• Manage the governance arrangements for the community involvement programme
• Secure resources and provide support to the projects and coordinate support from the HIOTV programmes and themes (eg Clinical Innovation Adoption, Patient Safety and Clinical Improvement, Strategic and Industry Partnerships)
Programme management
• Work with the HIOTV Programme Directors to progress the HIOTV community involvement programme, and hold them to account on the delivery of objectives and milestones
• Lead on long-term programme planning of multiple complex projects, managing their interrelations and dependencies within HIOTV and across the national HIN Network
• Identifying and exploiting new funding opportunities to sustain the programme
• Ensuring projects undertaken are evidence based and use established methodologies. Ensure baseline data is sound and goals and measures are clear from the outset
• Using HIOTV’s Sales Force system, undertake routine project management functions using best practice approaches and tools, eg maintenance of project plans, PIDs, production of regular highlight reports, change control process, configuration management etc, track the delivery of the project milestones against the programme/project plans and ensure that the Director of Community Engagement and Workforce Innovation is regularly briefed on progress Identify risks and issues and develop appropriate mitigation plans
• Active involvement in HIOTV business planning and quarterly reporting
• Make decisions on a range of highly complex issues where there may be more than one course of action
• Manage, maintain and monitor budgets
• Manage access to and promote the use of electronic collaborative communication tools provided by the HIN (eg Sales Force, SharePoint, Teams, file sharing, remote meetings, video conferencing, shared calendars etc) to support and optimise efficiency.
Evaluation
• Undertake a range of activities to support evaluation across HIOTV programmes e.g., designing and running focus groups and surveys
• Undertake the necessary data governance processes
• Identify and define the data required, and compile the data, which may come from multiple sources
• Undertake the necessary analysis of the data and present the findings and evaluations in the most appropriate format, e.g., presentations and written reports.
Stakeholder Management and Communication
• Able to provide, receive, process, summarise, interpret and effectively communicate highly complex, sensitive and contentious information where there are barriers to acceptance and resistance to change, and where negotiating/influencing skills are required to secure agreement or cooperation
• Engage constructively and effectively using appropriate and innovative channels and adapting styles with a wide range of internal, external and varying levels of seniority stakeholders.

• Responsible for acting as source of specialist knowledge on workforce programmes/projects, preparing briefings for senior management and external partners
• Develop key relationships with HIOTV Programme Directors and leads across the health and care system in the Thames Valley and especially the BOB and Frimley ICSs to ensure engagement with the planning process and alignment to HIOTV and ICS priorities.

• Working with the HIOTV Head of Communications to communicate regionally and nationally through reports, article, web presence progress and successes

* Educated to master’s level or equivalent level of experience of working at a senior level in specialist area
