Northern Powerhouse Rail is a major strategic rail programme designed to transform rail connectivity and capacity in the north of England over the next few decades. Initially comprising a new railway line between Liverpool and Manchester, new stations at Manchester Piccadilly and Manchester Airport alongside enhancements to Metrolink facilities, this is a transformative investment for Greater Manchester and the single largest investment ever in transport infrastructure in the North.
This is an exciting time to be working in transport infrastructure development in Greater Manchester. Alongside Northern Powerhouse Rail investment, the devolution of powers to Greater Manchester has already seen GM take control of buses alongside its control of Metrolink – the largest light-rail network in the country outside of London. With plans to take control of suburban rail by 2030, there are many exciting new challenges and opportunities for you to become a part of as we develop and deliver a joined-up London-style transport system.
Your Role
As a Senior Strategic Development Manager in the HS2 NPR Development Team you will manage the early-stage development of schemes, the development of robust transport business cases, emerging rapid transit proposals and handover for delivery, of authorised funded strategic rapid transit projects and programmes to time, budget and relevant standards in pursuance of Greater Manchester’s Transport Strategy.
You will support the Lead Strategic Development Managers and work alongside the other Senior Strategic Development Managers to ensure schemes are developed that best fit GM’s requirements and have robust transport business cases – including the right approvals and consents, and appropriate funding and financing arrangements. You will be working alongside stakeholders across the city-region including politicians, local councils and developers on proposals that enhance placemaking and connectivity for Greater Manchester. You will also be liaising with senior representatives of the Department for Transport (DfT), HS2 Ltd and other public and private bodies in challenging and helping to shape proposals so that they can be moved forward for on-time and on-budget delivery to the required standards and in line with Greater Manchester’s aspirations.
Through this advertisement, we will also be establishing a talent pool for the role of Senior Strategic Development Manager for vacancies that may become available over the next six to twelve months across the Transport Strategy Directorate, as we work towards delivering Greater Manchester’s transport priorities.

What you’ll bring
What you do and how you do it is important – whatever type of role you work in at TfGM – and even small behaviours and actions can have a really big impact. At TfGM, our behaviours bring to life our values of Deliver, Care and Adapt.
You’ll have a background in scheme development at the front end of the project management lifecycle (such as feasibility studies, Strategic Outline Cases, and Outline Business Cases), and have a track record of building productive working relationships with a variety of professional, political and public stakeholders in pursuit of scheme development. With strong verbal and written presentation skills, you should be able to communicate transport solutions at all levels, working across technical and non-technical issues.
Experience of the planning system and the promotion of statutory powers (for example Transport and Works Act Orders, Highways Act Orders, Development Consent Orders, or Hybrid Bill), and technical experience of rapid transit (for example engineering/operational experience with light rail or bus rapid transit) are desirable, although not essential.

This is a permanent position with a salary of £56,361 to £63,438 per annum. Salary will be dependent on skills and experience.
