Interim Governance Lawyer

Pay Rate: £40.00 per hour PAYE
Hours: 37 Monday - Friday, normal working hours
Duration: This opening assignment is for 1-2 months
City: SHEFFIELD
We are looking for a lawyer with experience of local authority governance to provide corporate governance support.
Key Responsibilities:
1. Advising on the legal requirements and limitations of a committee system of governance (including area committees).
2. Advising on the legal requirements of the Council’s constitution and contributing to a review of the constitution.
3. Contributing to/advising on/reviewing/drafting policy documents and protocols connected with the operation of the constitution and the committee system.
4. Advising on the scheme of delegations within the constitution and the requirements for reports to decision-makers.
5. Advising on local government constitutional and administrative law.
6. Attending meetings as required.
Key Requirements:
1. Law Society admitted and Solicitor Regulatory Authority registered solicitor, Fellow of the Chartered Institute of Legal Executives or Bar Standards Board registered barrister.
2. A thorough knowledge of that area of law, good advocacy skills and considerable experience in case management.
3. Familiarity with the modern committee system would be a definite advantage.
4. Must have current experience of advising on/drafting local authority constitutions.
5. Experience of putting complex legal concepts into plain language.
6. Capable of reading and understanding large amounts of documents quickly.
7. Ability to absorb and interpret legislation, case law and procedures.
8. Ability to assimilate facts and present these in a coherent fashion in order to facilitate desired results for the council.
