Job Description
A District Council in the Midlands currently has a need for an Interim Major Projects Officer for a period of a minimum of 6 months. The role will be Outside IR35, and hybrid working.
Role
* Processing of major planning and associated applications and the negotiation of added value, to deliver sustainable, well-designed, and quality development to the social, economic, and environmental benefit of the whole community and attain Service Performance Indicators.
* Preparation and presentation of the Council’s case on major planning, enforcement, and associated appeals. Attendance at Court Hearings and Tribunals as required.
* Supervising the processing of planning applications of the Development Management Team in the absence of the Development Team Manager and/or the DC5103 Major Projects Officer.
* Leading on section 106 agreements.
* The negotiation of Planning Obligations to facilitate monies towards or the provision of affordable housing, new/improved public open space, environmental and economic benefits, educational facilities, and transportation improvements for the community.
* To aid inward investment and the regeneration of the District through the provision of planning advice, preparation of Development Briefs, and the speedy resolution of planning applications as part of the Council’s role as a Local Planning Authority.
* Signing of non-contentious planning recommendations and associated issues as agreed with the Service Director.
* Preparation of agenda reports relating to planning, enforcement, and associated issues.
* To deal personally with the most complex and contentious planning, listed building, and conservation area applications and appeals. Work with minimal supervision and use initiative and an innovative and proactive approach to problem solving and negotiation to achieve the Council’s aims and objectives through the planning service.
* Drafting of Policy documents including Supplementary Planning Documents and Development Briefs and contributing to the Local Development Framework.
Experience
* Experience in Town Planning.
* Extensive knowledge of Planning processes and procedures.
* Qualifications: Membership of the Royal Town Planning Institute.
