The Virginia Department of Emergency Management (VDEM) is seeking a dedicated and experienced Hazard Mitigation Grant Supervisor to support the management and oversight of FEMA hazard mitigation assistance programs and other state and federal risk reduction grant programs. This is an exciting opportunity for a dynamic leader to contribute to the development and implementation of programs that reduce risks and enhance community resilience. The Hazard Mitigation Grant Supervisor will play a critical role in ensuring the successful implementation of risk reduction initiatives across the Commonwealth of Virginia.
Key Responsibilities include but are not limited to:
1. Program Oversight and Management: Assist the Hazard Mitigation Grant Manager in the daily administration and oversight of all hazard mitigation programs, including outreach, documentation, applications, awards, monitoring, reporting, and grant closeout.
2. Stakeholder Coordination: Coordinate with internal and external stakeholders, ensuring alignment with VDEM’s leadership vision and priorities for hazard mitigation programs.
3. Funding Allocation and Monitoring: Plan, allocate, and monitor the distribution of federal hazard mitigation funds to localities and state agencies.
4. Technical Assistance and Consultation: Provide expert technical assistance and consultation to grant administrators, grantees, and emergency management professionals.
5. Compliance and Site Visits: Conduct site visits and other forms of communication to monitor compliance with grant regulations.
6. Training and Development: Provide training and resources to grant administrators, grantees, and emergency management professionals to foster a knowledgeable and well-prepared network.
7. Policy and Procedure Development: Develop, implement, and update policies, procedures, and resources to facilitate the efficient administration of hazard mitigation grants and related programs.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
1. Considerable knowledge of federal grant program administration, governmental financial management, fund accounting, reconciliation processes, and basic principles of generally accepted accounting principles and practices.
2. Working knowledge of audit practices and procedures.
3. Knowledge of program area and related administrative processes and management.
4. Supports long-range project planning and development; monitoring program performance and service delivery.
5. Overseeing and ensuring the quality control of programs, maintaining high standards and consistency throughout their development and implementation.
6. Working knowledge and skill in using Microsoft applications (Excel, Word, PowerPoint, and Access) to maintain financial grant data and provide training presentations.
7. Demonstrated ability to interpret government guidance and regulations, prepare financial reports & statements, perform administrative activities related to federal grant programs, handle multiple priorities, work independently, and communicate effectively, both orally and in writing.
8. Considerable experience in a supervisory or leadership role.
9. Must possess a satisfactory driving record and a valid driver’s license.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
