Job Opportunity: Band 7 Portfolio Analyst (Digital Projects and Programmes) Location: Linenhall Street, Belfast Pay Rate: £22.37 per hour Working Hours: Full-time, 37.5 hours per week Join a leading Public Sector Organisation as a Portfolio Analyst, where you will play a pivotal role in managing and delivering digital projects and programmes across HSCNI. This role offers an exciting opportunity to drive transformation and innovation while working with key stakeholders and within the Enterprise Portfolio Management Function (EPMO). Key Responsibilities Project Leadership: Manage digital projects and programmes, ensuring delivery within time and budget. Stakeholder Collaboration: Work with stakeholders to develop business cases and navigate formal approval stages such as business case submissions. Strategic Planning: Create project/programme management plans and strategies; prepare documentation and progress reports in line with EPMO standards. Vendor Management: Collaborate with third-party suppliers to procure, implement, and transition digital systems and solutions. Portfolio Coordination: Maintain portfolio logs (requests, mandates, risks, and issues) and coordinate project deliverables across programmes. Compliance: Ensure adherence to DHCNI standards and processes, including service transition, change, and configuration management. Performance Monitoring: Oversee digital service performance, ensuring capacity and availability, and take proactive/reactive actions as required. Financial Oversight: Manage project budgets, monitor expenditures, and initiate corrective actions when necessary. Evaluation and Improvement: Conduct post-project evaluations and implement lessons learned for continuous improvement. Essential Criteria To be considered, applicants must meet one of the following: Hold a university degree or professional qualification with at least 3 years of experience in a portfolio/project management role within a major organisation; OR Have experience leading ICT-supported projects with budgets exceeding £50,000. Additional requirements include: Previous experience using a project or portfolio methodology (e.g., PRINCE2, MoP, or similar). A valid UK driving licence and access to a car. Desirable Criteria PRINCE2 Practitioner or similar qualifications in Programme or Portfolio Management. Why Apply?
