Transmission Onshore Consent Manager/Advisor required for a major offshore wind developer based in Scotland.
Responsibilities
1. Manage a range of onshore environmental topics through the site selection PEIR, EIA, and DCO application processes.
2. Ensure adequate recording of site selection and project design decisions as they relate to site selection and consideration of alternatives.
3. Manage external consultants including ensuring appropriate scopes of works, budgets, and schedules.
4. Review deliverables of the onshore consultants ensuring interfaces with other topics are adequately managed.
5. Responsible for stakeholder engagement in relevant EIA topics.
6. Ensure strong cooperation within the Project for relevant onshore packages in relation to risk and deliverables.
7. Work closely with other Onshore Consent Managers to ensure continuity of approach and management of interfaces between EIA topics.
8. Coordinate closely with the Offshore Lead, Land Manager, and Commercial Development Manager as required by the Project Consent Lead.
9. Identify and communicate consenting and wider project risks as they become known to the Project Consent Lead.
10. Drive onshore site selection and route refinement in close liaison with the Land Manager and wider project team, including supporting community and landowner engagement.
11. Manage and deliver the Technical Engagement Plans in conjunction with consultants with stakeholders in respect of environmental topic areas.
12. Deliver Examination Strategy, Statements of Common Ground as well as written and oral answers to the Examining Authority.
13. In conjunction with others, deliver buildable consent of the onshore elements of the project on time and to budget according to the programme.
14. Input to and influence examination strategy in relevant EIA areas to minimise risk in line with the Project's expectations.
15. Manage consenting risk including clear and proactive communication of risk to the Project Consent Lead and wider project team to prevent consenting issues.
16. Lead external onshore stakeholder engagement in relevant EIA topic areas, managing high-level stakeholder engagement with key stakeholders on relevant project issues via consultants resulting in final Statements of Common Ground.
17. Identify and feed back to the Consent Manager project lessons learned.
18. Provide expert advice on onshore consent and environmental project issues to maximise competitiveness to the project packages.
19. Support Land Manager to secure access to survey works and landowner liaison.
