Job Summary
Digital Cloak is seeking a solution minded Senior Functional Analyst who delivers professional Program and Acquisition management solutions and support for government contracting clients, civilian agencies and government contracting business partners.
This key stakeholder will analyze, organize, plan and administer various phases of day-to-day operations in support of an executive level management team. Effectively communicates with cross-functional teams, including Marine Corps fleet customers, commercial materiel providers, and requirements stakeholders. Analyzes complex contractual documents, technical data, requirements fulfilment and user surveys.
Essential Function:
1. Understand ‘Technical Debt’ and contribute to industry/academia analyses of managing and reducing Technical Debt through product life cycle and procurement planning
2. Develops acquisition plans in support of program lifecycle development
3. Develops policies, guidelines, and procedures to ensure quality and cost control
4. Responsible for solving highly technical and complex problems for several projects
5. Develops and improves processes and direction for projects
6. Considered as a resource for resolution of unique or complex problems
7. Reports in writing / verbally to upper management and client representatives
8. Assist in the development, revision and update of acquisition documentation related to ACAT programs (i.e., Planning, Programming, Budget and Execution (PPBE))
9. Models problems/solutions, assesses cost/performance impacts of solutions, defines processes and practices to align with policy, implements optimization strategies
10. Advises program staff in the areas of maintenance planning; program level logistics planning, processes, and procedures
11. Assess system life cycle logistics issues and develop risk reduction/mitigation approaches for improving logistics/program planning, control, and execution
12. Provide support to systems of systems fielding/implementation and disposal
Required Knowledge, Skills, Abilities
1. Solid understanding of technical and contractual documents
2. Understanding of logistics concepts, functional capabilities required for life cycle sustainment, and logistics analysis techniques
3. Proficiency with DOD and Service Component systems, policies and practices
4. Proficiency with MS Excel / MS Word / MS PowerPoint / SharePoint
5. Ability to communicate effectively verbally and in writing
Specialized Skills
1. DAWIA certification (Program Mgmt. / Life Cycle Logistics / Requirements Management)
2. Expertise with DoD 5000 documentation
Preferred Knowledge, Skills, Abilities
1. Functional understanding of project management software
2. DAWIA certification (Program Mgmt. / Life Cycle Logistics / Requirement Management)
3. Expertise with DoD 5000 documentation, and open to developing new and tailorable documentation as required
Required Education, Certifications/ Licenses, Related Experience
1. Bachelor’s degree, +10 yrs. of senior level acquisition and programmatic experience, preferably in USMC and/or DoD programs
2. OR any equivalent combination of education and experience
3. Understanding of Capabilities Development and Integration into effective solutions
4. Proficiency with DOD and Service Component systems, policies and practices
5. Ability to communicate effectively verbally and in writing at Senior Executive Level
Physical Job Requirements
1. This position requires the ability to remain in a stationary position (standing and/or seated) more than half the time
2. This position requires the ability to spend more than half the time viewing computer monitors
Clearance Requirements
1. US Citizenship is required
2. The ability to obtain and maintain a DOD security clearance
Telework Availability
Until further notice, this position will remain in a hybrid telework posture with the potential for weekly meetings on-site at the customer's location.
Primary Work Location
Stafford, VA
Travel Requirements
This position has local travel requirements up to 20%
