Health, Safety, Environment (HSE) Officer
Location: Gloucester (with travel within the County of Gloucestershire).
Remote Working: No. This is an on-site role.
Reporting to: Directors
This new full-time post is available immediately on a permanent basis.
Summary of the role/position:
This is a great opportunity for a highly knowledgeable, adaptable HSE Officer to join a thriving, long established, multi-site training, employability and digital business based in Gloucester. A standalone role, you will be report to the Directors and oversee and advise on all HSE, Governance, Risk and Compliance and Security Management matters for our business.
The post holder's primary role will be to provide support to deliver the HSE strategy. They will also be expected, as required, to support our Youth and Adult provisions by undertaking site HSE vetting visits and provide ongoing support to customers and employers. You will also be required to support the wider team to develop health, safety, and environmental related expertise. Other day to day duties will include general queries from managers and colleagues via direct contact, emails, or phone calls.
Main duties and accountabilities:
General tasks
* Conduct HSE vetting visits to placement and employment sites around the county
* Ensure compliance with the company’s policies and procedures is maintained at all times
* Deliver HSE inductions to all new staff
* Give competent advice to all colleagues in PTS
* Carry out fire safety duties and work with PTS Fire Marshalls to ensure compliance
* Support the site/contract managers to maintain the management systems such as the incident reporting process
* Carry out workplace inspections with site managers as required
* Meet any project deadlines as determined by the organisation in a timely and professional manner
* Develop and deliver bespoke and off the shelf training to external and internal stakeholders
* Develop and carry out audits
* Give advice and support to managers and staff on the best way to complete actions as a result of the risk assessment, inspections, and audits
* Support/monitor facility security measures are being followed
Supporting Specialist Tasks
* Support the Audit & Compliance team in the management of the team’s audit programme
* Further develop your own technical expertise in subject areas that the team may require
* Write reports on findings and present results to key manager and departments
* Support managers to write relevant PTS’s HSE Standards
* Develop and maintain project plans
* Support other departments with HSE advice, including policy development for projects where improvement is required, or new areas of focus are needed
* Support our customers, giving a timely service and offering good competent advice
* Ensure you keep up to date with relevant standards, legislation & guidelines and share any findings with the wider team to enable PTS to remain compliant
Essential skills, experience and qualifications
* Excellent IT skills and general knowledge of Microsoft packages
* NEBOSH Certificate level
* IOSH Managing Safely
* Internal Auditor for ISO27001
* Experience in Environmental management
* Organised methodical approach to role responsibilities
* Experience of working in a similar environment
* Ability to work to deadlines
* Attention to detail in maintaining HSE records
* Excellent communication skills, able to deal with Managers and employees at all levels
* Excellent team player
* Full driving licence and access to own transport
Desirable skills, experience and qualifications
* Tutor skills or willingness to undertake Train the Trainer qualifications for front line delivery to clients and customers
