The purpose of this position is to provide highly functional, healthy, safe, secure, and aesthetically pleasing community college facilities in support of the Virginia Community College System mission. This position needs to provide comprehensive higher-education and workforce-training programs and services of superior quality.
The Capital Outlay Program Manager will provide project management and administration services for capital outlay, maintenance reserve, and non-capital construction projects at assigned community colleges. Minimum Qualifications:
Substantial knowledge, skill, and ability in all aspects of capital outlay and construction project management. Extensive knowledge regarding the development and administration of contracts for architectural and engineering design, construction management, project administration, cost accounting building codes, environmental and regulatory requirements. Significant computer expertise with knowledge of Microsoft Office applications and electronic procurement systems, computer-aided technologies, and various applications for facilities project management. Excellent organizational, communication, and customer service skills with the ability to meet deadlines and manage multiple tasks simultaneously. Experience managing a diverse project team for the achievement of departmental goals.
Graduation from an accredited college or university with major studies in a design or construction related discipline or an equivalent combination of training and experience required to perform assigned duties. Experience in capital outlay administration, and public sector procurement in a higher education and/or government agency environment.
Certification as a VCCO or the ability to gain certification within six months of obtaining the position.
Valid Virginia Driver’s License. Preferred Qualifications:
A familiarity of the Commonwealth of Virginia’s Construction and Professional Services Manual and working knowledge of the capital outlay process are preferred.
Experience administering a state capital outlay program preferred. Professional registration as an Architect or Professional Engineer is preferred.
