The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, Defence Equipment & Support, Submarine Delivery Agency, Fleet Operational Standards & Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port & Dockyard. The Naval Base Commander Devonport is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02-DNSR Safety Regulations to achieve Nuclear Authorisation. The purpose of the Senior Emergency Planning & Response Officer (SEPR) post is to formulate and enact emergency response plans for the Naval Base and lead on the establishment and maintenance of Emergency Arrangements (nuclear, non-nuclear, and security) for the site. Person specification The SEPR is responsible for: Supporting the development of Nuclear Emergency Arrangements Policy for the Devonport Site in support of Authorisation Condition 11 (AC11). Leading in the establishment, coordination and maintenance of Emergency Arrangements (Plans) for HMNB Devonport (including the Dockyard Port of Plymouth). Coordinating a programme of training, drills and exercises to fully test the response to incidents on the Devonport Site including nuclear/radiological, conventional hazards and security. Leading in the planning of emergency exercises to test emergency arrangements. Providing specialist emergency planning advice and guidance to radiological/nuclear hazard owners within NBC(D)s area of responsibility. Maintaining routine contact with relevant Regulators (DNSR/ONR) on matters relating to nuclear Emergency Planning and Response on the Naval Base. Acting as Intelligent Customer (IC) subject matter expert for the nuclear emergency response support provided to the Naval Base and wider enterprise in accordance with the Future Maritime Support Programme (FMSP) contract. Proactively identifying implications for the Naval Base and wider Navy Command and MOD (where appropriate) of changes in legislation and technological advancement in the field of Emergency Planning and Response. Supporting the Naval Base compliance with the Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR). Managing a specialist Emergency Planning team in undertaking assurance monitoring of the Naval Base (and lodger units) facilities and processes with regard to the emergency arrangements and Business Continuity iaw MOD policy and the Line Managers Deal. As a Suitably Qualified and Experienced Person (SQEP) Intelligent Customer (IC) for conducting assessment, audit and review of activities and processes carried out by main contractor in accordance with the requirements of the FMSP contract in support of the nuclear emergency arrangements. Building collaborative, positive relationships with Industry Provider staff, emergency services and other stakeholders in support of the safe and efficient delivery of Naval Base emergency arrangements and site resilience. Providing specialist support to the Emergency Response Organisation as part of a duty roster as agreed with your Line Manager. Being an active member of Local and National Emergency Preparedness committees relating to nuclear emergency planning with a specific function to provide advice and guidance on MOD operator issues.
