As the local government for the district, the Clare & Gilbert Valleys Council is responsible for providing a wide range of services; building and maintaining crucial infrastructure assets; managing community resources; and advocating on behalf of its 10,000 residents. Great emphasis is placed upon engaging with the community to jointly manage the district’s natural and built environment and to achieve social, economic and environmental prosperity.
An opportunity now exists for a Director Works & Infrastructure to join Council to assist in delivering for the community of the Clare and Gilbert Valleys.
The Role
Reporting through to the CEO, you’ll be responsible for providing strategic leadership, oversight, and management of the full works and infrastructure function. Duties will include:
* Providing effective leadership within the department, across the Council and with the community as well as being a collaborative member of the Management Team
* Ensuring that Council provides industry best practice in the areas of planning, designing, co-ordinating and managing assets, works and infrastructure programs
* Contributing to a robust long-term planning framework to promote the sustainability of Council; improving asset and infrastructure (including roads) management; and meeting the long term needs of the community
* In close consultation with Council and the Management Team, contribute to the preparation of Council’s annual budget and business plan, ensuring these documents meet Council's goals and objectives as outlined in its Strategic Plan, Asset Management Plans and Long Term Financial Plan
* Overseeing the efficient and effective implementation of infrastructure maintenance operations and well procured contract works, including capital projects
* Providing reports that illustrate the status, success and effectiveness of all operations and projects
* Setting standards that enhance internal and external customer experiences and participate in relevant community engagement activities across Council
* Overseeing the identification of process improvement opportunities to enhance customer service
* Contributing to the implementation and management of Council’s WHS policy, procedures and programs, training and controls to prioritise physical and psychological safety in the workplace.
About You
* Experience and/or tertiary qualification/s in a relevant field such as Infrastructure, Civil Construction, Engineering, Project/Program Management, Asset Management, Strategy, Service Delivery, Human Resources or related discipline/s - accompanied with proven collaborative leadership capability
* Strong, empathic and respectful relationship building and communication skills, including the ability to successfully liaise with key internal and external stakeholders
* Accountable decision making, analytical, critical thinking, problem solving and conceptual thinking skills
* Experience in coaching and empowering staff to maximise teamwork and performance
* Experience in providing well researched advice to the Mayor, Elected Members, managers and staff
* Understanding of the works and infrastructure functions and continuous improvement approaches
* Experience in effective strategic planning, change management, culture change and innovation
* Ability to make sound judgements, including the preparation of reports and recommendations that devise and deliver innovative solutions.
