Our client is well established within the Energy and Utilities industry and they are seeking a HSSE Coordinator to join them on a contractual basis. On a day to day basis you will oversee the site compliance with all statutory and legislative requirements relating to our clients health, safety, security and environment (HSSE) activities. Lead interface to internal external bodies such as Central Safety Team and UK Health and Safety Executive.
Responsibilities
1. Implement HSSE strategy, working with the appropriate functional leads and HSSE colleagues across the business and externally.
2. Point of contact for site security matters, delivering directly, co-ordinating, or having knowledge and input into all site security activities, systems and projects which may affect Security risk.
3. Develop, implement and communicate HSSE initiatives for day-to-day, project and outage activities, including coordinating and delivering dip-checks, audits and safety walks for onsite team and stakeholders.
4. Ensure compliance with all permits, legislative and statutory requirements.
5. Manage the on-site EUETS process ensuring timely data processing as required by the Uniper. Ensuring all procedures are maintained and organising any external and internal auditing requirements.
6. Ensure operational excellence and deliver continuous improvement approach based through the use of recognised models.
7. Monitor and report on HSSE statistics to evaluate performance, learn from incidents and develop improvement programmes. Prepare, interpret and deliver KPI information for weekly and monthly performance dialogues.
8. Oversee all emergency plans, statutory inspections and ensure procedures are appropriately communicated and trained.
9. Deputy responsible person for Legionella control.
10. Development, implementation, review and management of local HSSE procedures.
11. Delivering and demonstrating compliance at internal/external audits.
12. Maintain the site aspects of the HSSE Improvement Program.
13. Lead incident investigation as necessary through the application of recognised models and identify root causes, produce reports with recommendations to prevent re-occurrence. Support and guidance to team on the same site.
14. Manage HSSE reporting, investigations, and close out of actions in SynergiLife.
15. Share HSSE Learnings across the Business.
16. Liaise with central HSSE functions and represent at Monthly/Quarterly meetings.
17. Create and promote continuous improvement initiatives to shape flexible working and Beyond Zero for CDCPK.
18. Using experience and technical expertise to make decisions on health, safety, security and environment (HSSE) requirements and provide advice to the leadership, operational and maintenance team within the normal day to day activities of the businesses.
19. Propose safety compliance pathways for new legislation and make recommendations with benefit analysis to the site executive team and central safety team.
20. Implement improvement schemes to develop the site safety, health and security, business excellence culture.
21. Recommend improvements from root cause investigation and audit.
22. Own and report on incident hazard potential.
23. Halt any activities not deemed to be in compliance with our HSS standards.
24. Identify frequency and scope of internal and external HSS audit preparation activities.
25. Mitigation of significant penalties for Health, Safety, Security and Environment incidents/non-compliance/inaccuracies (£5m+ potential).
26. Forge a close partnership with other Operation sites and Central HSSE and Teams to ensure optimised compliance and a targeted improvement in standards.
27. Identify and assess changes in legislation/guidance and evaluate the aspects and impacts of these in relation to location. Through liaison with key stakeholders, identify a compliance pathway for each business unit as required.
Requirements
1. Educated to a HNC/degree level or equivalent, or with equivalent extensive and relevant experience.
2. Knowledge of current policies and procedures which affect the management and operations of engineering assets & Power Stations.
3. A demonstrable track record of applying continuous improvement techniques to improve performance/systems.
4. Excellent communication skills and the ability to work across functions and across teams.
5. The confidence to challenge established practices, suggesting imaginative solutions.
6. Planning and organising skills to include effective prioritising, resource management and a long term strategic focus.
7. A proven ability to identify and analyse situations by isolating key issues evaluating relevant data and drawing appropriate conclusions.
8. An understanding of Power Station operations.
9. Enhance SHE competence and external stakeholder engagement with bodies such as the HSE, Environment Agency and Energy UK.
10. Integral member of the fleet Environmental Team community.
11. Develop Leadership skills through definition and delivery of a business excellence and HSSE vision.
12. Exposure to numerous central functions and senior business leaders.
13. Capability to work at the level of senior leadership team on an operational asset.
