The post holder will provide senior nursing professional advice and guidance on all aspects of the Safer Staffing agenda to the Chief Nurse and Executive Leadership Team particularly in relation to ensuring we have the right staff, with the right skills, in the right place, at the right time.
The post holder will strategically lead the safe and sustainable staffing agenda across the Trust working closely with Deputy Director of Nursing, Managing Directors and Heads of Nursing.
As one of the most senior nurses in the Trust and the lead for Safer Staffing the post holder will lead on the Safer Staffing agenda across the organisation. This will include Care Hours Per Patient Day (CHPPD) Report submission and the Mental Health Optimal Tool (MHOST) implementation.
The post holder will be responsible for generating Trust Safer Staffing reports for the Executive Leadership Team, Quality Committee and Trust Board. The post holder will be responsible for the collection, use and interpretation of information and data related to the delivery of safer staffing across the organisation's inpatient and community services developing systems and processes as required.
The post holder will provide strategic professional and visible senior nursing leadership across the trust, ensuring appropriate advice regarding Safer Staffing is provided to ensure consistency of implementation across the Operational Directorates.
Main duties of the job
To lead in driving the compliance with national guidance and quality assurance of an effective safe staffing system - such as NQB & Developing Workforce Safeguards - with the Deputy Director of Nursing and Ongoing development, delivery and monitoring of safe staffing for the Trust board and external agencies.
To lead on the training and education of the Mental Health Optimal Staffing Tool (MHOST) to all inpatient ward areas to support annual establishment setting across the trust including the inter-reliability assessment process.
Continue to lead on and improve the reporting of the Trust's NMC referrals and regulatory issues, advising the deputy director of nursing and Heads of nursing on appropriate intervention and action.
Ensure the organisation is meeting the statutory reporting requirements of local Commissioners, Department of Health, and NHSE/I.
Ensure the Information Governance aspects of dealing with patient data and reporting are recognised and where risks are identified processes are put in place to minimise these. Lead on key areas and as required.
Examine complex information and data sets to inform the nursing workforce planning. Produce written documentation including status reports and Trust Board reports which require explanations of complex issues ensuring the communication is appropriate to the target audience.

Job responsibilities
Hold a portfolio of corporate clinical projects as agreed with the Deputy Director of Nursing and Quality which will align to the Trust Strategy of achieving Outstanding Care.
Clinical projects will be Trust wide and may require managing transformational change. In close collaboration with Deputy Director of Nursing and Quality, play a proactive role in promoting innovative and new ways of working, using workforce knowledge to influence decision making.

Corroborate staffing levels by working with clinical/operational leads utilising the data sets and information available.
Person Specification
QUALIFICATIONS/EDUCATION/TRAINING
* Master's Level Qualification in health and care related subject.
* Completion of recognised leadership programme.
* Evidence of recent and ongoing Continuous Professional Development
* NMC Registration.
* Project management Qualification.
PREVIOUS EXPERIENCE
* Recent significant experience at a senior level in the NHS with proven track record of using professional knowledge to bring about change.
* Expert knowledge of national safer staffing policy and implementation and quality measures for safer staffing tools.
* Significant experience of facilitating and managing change within and across healthcare boundaries.
* Proven ability to lead meetings, including agenda setting, chairing the meeting, and facilitating engagement trust wide.
* Ability to conduct oneself as a highly professional nursing and midwifery role model.
* Experience of working across professional boundaries, able to enthuse and inspire others using advanced communication and presentation skills.
* Evidence of applying current research to practice.
* Significant experience of setting, monitoring, and evaluating standards of care
* Experience of, or awareness of specific factors relating to working in a culturally diverse organisation.
* Be accessible as a coach, and a participant in the coaching process to support and enable staff personal and professional growth and development.
