Overview
Rose Blossom Care Services is a five bedroom newly refurbished residential care home in Bolton, which provides care for 3 children/young people. The home will provide residential long-term care and support to up to 3 young people aged 7-17. We are looking for a well organised, passionate and driven leader who can build a team and create a “family” for our children. The successful candidate will play a big part in the development of future homes and services giving further opportunities to candidates who are looking for career progression.
Job Purpose
As the Registered Children's Home Manager, your primary responsibility is to oversee the effective operation and management of our residential children’s home, prioritising the needs of vulnerable children and young people. You will ensure that the home operates in compliance with relevant legislation, regulations, and best practice guidelines, focusing on providing a safe, nurturing, and supportive environment for all children. Your role is pivotal in delivering high-quality care and support that meets each child's needs, promoting their well-being, development, and empowerment. You will maintain accountability and responsibility for the management of the people and teams around the children in the home.
Registered Manager Responsibilities

Providing robust training and development opportunities
Responsible for ensuring that policies and procedures are up to date with current legislation and guidance.
Carrying out administrative duties to ensure that your oversight of the service is effective and you are able to identify any areas of development
Building partnerships with local community support networks and networking with other professionals
Be the primary contact for the people within the service, ensuring that they are supported
Coaching and mentoring the team around the placement plan objectives defined by the Registered Service Manager.
Ensuring consistency of teams and care around each child.
Ensure team members are aware of where and when they are working, to ensure consistency for our children.
Team members need to be aware of their individual roles and responsibilities and take ownership of these.
Provide robust supervision for your team and ensure probation reviews and appraisals are completed
Manage and monitor human resource costs, staffing structures and rota’s, ensuring they meet the children’s needs and are in line with allocated budgets.
Robust rota planning to ensure the children’s needs are being met and that team members are also being supported.
Ensure any Regulation 44 visits, LA visits and Ofsted inspections are supported and facilitated by the Registered Manager.
Liaise with external organisations promptly and efficiently when required, to enable adherence of the regulations.
Ensure everyone has read and understood the policies and procedures provided by the company to review and follow.
Ensure all of the children’s paperwork is maintained and reflective of the child on a daily basis.
Work collaboratively with all internal colleagues and external colleagues.
Take a lead in ensuring meetings and reviews of children and staff are delivered within required time scales.
Ensure effective delivery of individual care planning requirements for children.
Set the bar high in relation to the expectations of our care teams and allow them to be the best they can be.
Take the lead in ensuring an open culture is created, one in which children feel that they can complain and that they are listened to and where our employees have a voice.
Ensure that the homes function in such a manner that employees and children understand, recognise and celebrate the diversity of cultures and beliefs within the local and wider community.
Work within the code of confidentiality and ensure that records in the homes are stored and held in a manner which is compliant with regulations.
Ensure children have access to the services they require whilst living in the home and promote activities, indoor and outdoor.
Manage the homes budget to ensure the children’s needs are met and that they are able to have positive life experiences
Ensure that all administrative requirements of the homes are maintained in such a way that they are compliant with good practice, homes procedures, health and safety guidance and legislation, Company policies and children's regulations.
Ensure staff are aware of and deliver the support required, to ensure the life chance opportunities of children are met in relation to their social, emotional, educational, physical and cultural needs.
To Promote and actively encourage the delivery of a safe, structured and nurturing environment.
Safeguard and protect the health and well-being of children.
Work in partnership with families, local authorities and external agencies
To ensure that all contact visits are facilitated and supported and that arrangements are in place for employee travel and accommodation including appropriate risk assessment.
To assist in the motivation of young people to take an active part in decision making and be involved as much as possible to the design and delivery of the service they receive.
To ensure every young person is made aware of their rights and that they are encouraged to explore these rights. (UN Convention on the Rights of the Child).
Be aware of and comply with GDPR legislation in all areas and practices of work and ensure compliance by team members.
Qualifications
NVQ level 3 or equivalent, Level 5 Diploma in Leadership for Health and Social Care or willingness to undertake training to achieve this. Willing to register as a Registered Manager with OFSTED. Proficient numeracy/literary skills equivalent to GCSE or above in English and Math qualifications.
Knowledge and Experience
Knowledge of the Children’s Homes Regulations (2015), quality standards and the Social Care Common Inspection Framework. Knowledge of other laws and legislation that are linked to the Registered Manager role. Experience of working with children at a senior level and can demonstrate knowledge and understanding of operational management within service provision. A working understanding of relevant legislation and policies, such as Children and Families Act 2014, Health and Social Care, Safeguarding, Person Centred Planning Knowledge of care standards and the requirements of OFSTED. Previous experience of working with vulnerable children and young people.
Regulation 28 – the successful candidate must within the last 5 years, worked for at least 2 years in a position relevant to the residential care of children.
The candidate must have worked for at least one year in a role requiring the supervision and management of staff working in a care role.

Able to mentor, coach and nurture staff team. Able to effectively performance manage staff using formal procedures where necessary. Able to deal effectively with emergency situations. Able to make effective use of ICT. Have good leadership skills and always lead from the front.
Qualities
You need to be of good character and integrity. Physically able to use safer handling techniques if and when required to safeguard children. Positive attitude towards diversity in general and specifically towards the rights, independence and inclusion of children in the care of the local authority. Enthusiastic and a positive can-do attitude and approach to the day to day running of the home. Able to work under pressure Can demonstrate commitment to promoting the welfare and safety of children and young people.
